The contract timeline is as follows: The contract starts on January 1, 2027. The initial duration of the framework agreement is two (2) years. The client has the unilateral option to extend the agreement twice (2x) for a period of one (1) year each, under the same conditions. The maximum duration of the agreement is until December 31, 2030, after which no further extension options are available. Therefore, the total maximum duration is four (4) years (2 initial years + 1 year extension + 1 year extension).

The core scope of work for this tender involves coordinated photography and video production services in foreign countries. This encompasses a range of services falling under CPV codes 92100000-2 (Film and video services), 92110000-5 (Production of films and videos and related services), and 79961000-8 (Photographic services). It is explicitly stated that the assignment must be executed as a whole, meaning components such as video, photography, and editing cannot be outsourced to different suppliers. The aim is to secure a single contractor for these services. Notably, productions consisting solely of animations and graphic elements are excluded from this scope and fall under a separate "Graphic Design" framework agreement.

The statement of work also includes several key deliverables and requirements:

• Periodic Management Reporting: The contractor must provide periodic management reports, at an agreed frequency, to offer insight into service progress, monitoring, and adjustments for assignment execution. These reports must detail executed and ongoing assignments, planning and progress, identified bottlenecks, risks and proposed measures, any special circumstances or developments affecting assignments, realized results, lessons learned, and financial progress.
• Annual Overarching Report: Annually, a concise overarching report is required. This report should summarize all active and completed projects for the year, including project titles, programs, budgets, and durations. It also needs to include an analysis of trends and developments within assignments, overall observations, challenges, lessons learned from projects, and relevant innovations that could enhance future assignment quality and efficiency. This report serves as the foundation for the annual evaluation meeting.
• Team Availability and Roles: The contractor must ensure a team with appropriate knowledge and skills is available for executing detailed assignments. Key roles include a Project Manager (and a permanent substitute) and a Producer.
• Project Manager: Serves as the primary contact, responsible for coordinating detailed assignments, conducting intakes, preparing debriefings, quotes, and schedules, and ensuring their alignment with the client. They also monitor progress, quality, and adherence to agreements, proactively identify issues, and ensure solutions.
• Producer: Responsible for the operational preparation, organization, and realization of the detailed assignment. This includes deploying necessary crew, resources, and facilities, as well as monitoring the production budget and schedule.
