The core scope of work for this tender involves general planning services, including site supervision, for the replacement new construction of the psychiatric clinics at the University Hospital Ulm. This project entails the construction of two new buildings, specifically "Psychiatrie III" and "Kinder- und Jugendpsychiatrie" (Child and Adolescent Psychiatry), located south and west of Campus Nord.

The main objectives are to address outdated facilities that are not conducive to modern therapy methods and regulatory requirements, create optimal care structures for psychiatric services, and establish a neurological-psychiatric cluster on Campus Nord.

The planning services required span various service phases (LPH 1-8, or specific LPH as noted below) under the HOAI (Fee Schedule for Architects and Engineers) for the following disciplines:

• Buildings and Interior Spaces (§ 34 HOAI): This includes basic evaluation, developing a draft plan based on a feasibility study, preparing documents for building permits, execution planning, tendering (general contractor or individual trades), offer review, award proposals, and construction supervision (LPH 1-8).
• Technical Equipment (§ 55 HOAI): This covers planning for cost groups KG 410 (wastewater, water, gas), KG 420 (heating), KG 430 (ventilation), KG 440 (electrical), KG 450 (communication, security, information technology), KG 460 (conveying systems), KG 470 (usage-specific and process technology), KG 480 (building and plant automation), and KG 490 (other measures for technical systems). The services include basic evaluation, preliminary and draft planning, building permit documents, execution planning, tendering, offer review, award proposals, and construction supervision (LPH 1-8).
• Structural Engineering (§ 51 HOAI): This includes basic evaluation, preliminary and draft planning, building permit documents, execution planning, and preparation for awarding contracts (LPH 1-6).
• Medical Technology Planning (HOAI Medizintechnikplanung): This involves basic evaluation, preliminary planning (including plausibility checks of requirements, support in formulating medical tasks, review of initial concepts, finalization of room programs), draft planning (qualification of floor plans, creation of room books with device and furnishing details, technical connections, and structural information, support for cost estimation), and execution planning (support for furnishing plans and input for specialist planners) (LPH 1-3, 5).

The services also cover necessary infrastructural connection work in existing buildings. The basis for the planning is a preliminary design sketch and a feasibility study.
