The contract comes into effect upon the signing by both parties. The initial fixed term of the contract is two years, starting from the implementation date of the service. After this two-year fixed term, the contract continues indefinitely. An indefinite contract can be terminated by the Client with six months' notice and by the Supplier with nine months' notice.

Key milestones and phases include:

• Service Implementation Deadline: The Service must be implementable by the Supplier no later than January 1, 2028.
• Implementation Project End: The implementation project concludes once the Service has been successfully deployed.

The project is structured into the following phases:

• Phase 0: Definition
• Phase 1: Implementation
• Phase 2: Testing
• Phase 3: Deployment/Go-live
• Phase 4: Transfer to continuous services

The core scope of work for this tender involves the delivery of an information system solution for the City of Helsinki's personnel fund and associated services. The high-level summary of the Statement of Work and core deliverables includes:

• System Environments: Establishment, configuration, and documentation of all necessary system environments, including development, testing, and production.
• User Management and Access Rights: Defining, implementing, testing, and documenting user management and role-based access rights.
• User Interface: Designing and implementing the user interface and related elements, adhering to accessibility requirements.
• Project Management and Leadership: Planning and managing the implementation project, which encompasses creating project plans and schedules, defining collaboration and monitoring models, clearly assigning roles and responsibilities based on a responsibility matrix, managing resources (both client and supplier), handling checkpoints and dependencies, managing risks, ensuring quality, reporting regularly to the steering group and stakeholders, and monitoring costs. The supplier also acts as the steering group secretary and preparer.
• Integrations and Migration: Planning, implementing, testing, and quality assurance for integrations and data migration. This includes overall integration architecture guidelines, detailed architecture planning, implementation, documentation, monitoring, error handling, and maintenance.
• Documentation: Producing a solution description, service description, service levels, and updating all documentation for new versions.
• Data Harmonization, Migration, and Conversion: Managing data ownership, collection, transformation, and loading data into the new solution.
• Solution Implementation: Carrying out functional specification, obtaining acceptance, implementing the solution, and updating work instructions.
• Security Assessment: Conducting a thorough security assessment.
• Testing: Executing comprehensive testing of the solution, including acceptance testing, and documenting all testing activities. The client will have 1-5 testers during the acceptance testing phase.
• Training: Developing training materials and technical support materials for various users (key users, officials, online service users) and providing training for key users.
• Handover to Continuous Services: Transitioning the project to ongoing services.
• Continuous Services: Providing ongoing services that include the necessary infrastructure, certificates, licenses and their updates, as well as maintenance and support services, as described in the "Hankinnan kohteen kuvaus" and "Vaatimusluettelo" attachments.
• Expert Services: Providing expert services as detailed in the "Hankinnan kohteen kuvaus" and "Vaatimusluettelo", including separately ordered additional work such as change and development tasks.
• Application Design and Specification: The design and specification work for the application is outlined in the project plan for the delivery and implementation project.
• Accessibility Compliance: Ensuring the application meets accessibility requirements specified in the "Vaatimusluettelo" and preparing an accessibility statement for the application.
