TENDER DESCRIPTION

The City of Kotka (contracting authority) personnel affairs unit (buyer) invites tenders for a payroll service provider, personnel administration services, and supporting information systems (service package) in accordance with the request for tenders and its annexes. The procurement contract will be concluded as an open-ended agreement with one economically most advantageous tenderer (service provider, supplier in procurement documents). During the contract period, the service provider will deliver as a service package the payroll services and personnel administration services outsourced by the buyer in accordance with the annexes to the request for tenders. The provision of services will comply with applicable legislation, national regulations, statements, guidelines binding on the service provider and buyer, and good accounting practice. In addition to the aforementioned services, as part of the service package, the service provider will deliver to the buyer the information systems required for service production, fully operational and provided as a SaaS service (system package) in accordance with the request for tenders and its annexes.
