TENDER DESCRIPTION
To operate and monitor the process engineering systems of the Central Wastewater Treatment Plant Chemnitz, a Siemens PCS 7 process control system has been in use since 2017. At present, physical access to the systems and to the control technology is secured via a multi-stage system. The following security measures have been implemented from the outside to the inside. Fencing around the plant (in the simplest design without monitoring), two electrically operated access gates with video surveillance without recording, an entry service between 6:00 a.m. and 9:00 p.m. at the entrance to the operations building, and exterior doors to the operations building may be opened only with a key or an operating ID. Network connections, including on the premises of the ZKA, are essentially secured by dongles. There are a number of organizational requirements defined by the operator that are intended to provide further protection for the systems. Additional requirements must be implemented.
