The core scope of work for this tender involves providing engineering services for structural planning (Tragwerksplanung) in accordance with §§ 49 ff. HOAI. The specific project is the renovation and extension of a care home located at Hintere Insel Schütt 7, 90403 Nuremberg. The overall construction project includes both existing building parts (partial basement + ground floor) and a new ground-floor building.

The Statement of Work (SOW) summarizes the following basic services (Grundleistungen) as per § 51 HOAI in conjunction with Anlage 14 Nr. 14.1, which are considered essential work steps and parts of the overall project success:

• Leistungsphase 1: Grundlagenermittlung (Basic Appraisal).
• Leistungsphase 2: Vorplanung (Preliminary Design): This includes actively advising the object planner and client on the type of structural system and materials, considering structural safety, usability, and economic efficiency; supporting the object planner in pre-negotiations with relevant authorities regarding approval of static-constructive aspects; conducting necessary coordination meetings with the inspection engineer and specialized experts; assisting with cost estimation; and participating in scheduling.
• Leistungsphase 3: Entwurfsplanung (Detailed Design): This involves assisting with cost calculation, specifically providing cost information related to the structural system.
• Leistungsphase 4: Genehmigungsplanung (Approval Planning).
• Leistungsphase 5: Ausführungsplanung (Execution Planning): This entails preparing final formwork and reinforcement plans with all necessary information for execution (excluding assembly and workshop plans), including thicknesses and masonry qualities in formwork plans, and incorporating penetrations, recesses, and slots from other specialists as per the object planner's execution plans; and assisting with cost control by adjusting planning in coordination with other planners if costs exceed procurement budgets or projected total costs.
• Leistungsphase 6: Vorbereitung der Vergabe (Preparation for Procurement): This includes participating in cost control by adjusting planning in coordination with object planners and other specialized engineers to adhere to approved procurement budgets if costs increase.

In addition to the basic services, the contractor is required to provide the following special services (Besondere Leistungen) as per § 3 Abs. 2 HOAI:

• From Leistungsphase 3 (Detailed Design): Static verification of demolition and construction states.
• From Leistungsphase 4 (Approval Planning): Creation of constructive fire protection verifications in accordance with building regulations.
• For Leistungsphase 8 (Object Supervision): Engineering control of the structural execution to ensure conformity with the approved static documents, and assistance in supervising the execution of structural interventions during renovation and modernization.

The contract outlines several binding deadlines for key deliverables, including the submission of preliminary design (January 2027), draft design (August 2027), building application (December 2027), static verification (December 2027), start of construction (March 2029), overall completion (July 2030), and handover to the user (September 2030).
