The contract timeline is as follows:

Contract Start Date: The agreement's intended start date is January 7, 2027. The Framework Agreement becomes effective upon signature by both parties, with January 7, 2027, being the latest date for this.

Contract End Date: The Framework Agreement has an initial term of 48 months, ending on January 6, 2031.

Total Duration: The initial duration is 48 months. There is a possibility of two extensions, each for 24 months, bringing the total maximum duration to 96 months (8 years).

Key Milestones and Phases:

• Tender Process Milestones (pre-contract):
• June 5, 2026: Publication sent, start of application period.
• June 24, 2026, 10:00 AM: Closing of the first round of questions.
• July 8, 2026: Target date for sending the first Memorandum of Information.
• August 19, 2026, 10:00 AM: Closing of the second round of questions.
• August 27, 2026: Target date for sending the second Memorandum of Information.
• September 7, 2026, 10:00 AM: Latest date and time for receipt of applications.
• Weeks of September 28 and October 5, 2026: Interviews.
• October 9, 2026: Sending of notification of the award decision.
• Week of October 19, 2026: Possible verification interview(s).
• October 30, 2026: End of the objection period, sending of the definitive award decision, and start of implementation.
• Transition Phase (pre-contractual):
• An anticipatory assignment for transition and migration activities may be issued after the award decision becomes irrevocable.
• This anticipatory assignment commences once the Alcatel term has expired or any summary proceedings are concluded, and it runs until January 6, 2027.
• The anticipatory assignment is limited to preparatory and execution activities for the transition.
• The rights and obligations of the anticipatory assignment merge into the framework agreement on January 7, 2027.
• During the migration period, weekly consultations will take place if needed.
• The ultimate delivery date is January 7, 2027, preceded by an 8-week transition period, which partly overlaps with the Christmas holiday period (approximately December 21 - January 6).
• Contractual Reporting and Review Milestones:
• The contractor is required to report twice a year on the implementation of the Framework Agreement.
• A management report must be submitted twice a year, at least one week before the tactical/strategic consultation.
• At least six months before the end of a current contract term, parties will consult to evaluate the agreement and discuss potential extensions.

The core scope of work for this tender primarily involves the execution of the following assignments:

• Transition and migration of websites: This includes an "as-is" transfer of the website in its current state, encompassing existing connections, without redevelopment or functional changes. The transition period is a maximum of 8 weeks, with a deadline of January 7, 2027. Key deliverables for this phase include a migration plan detailing results and acceptance criteria, a project approach, and a planning with Go/no-go moments.
• Maintenance and management of websites: This is an ongoing activity for the duration of the contract.
• Further development of websites: This is also an ongoing activity throughout the contract term. Development mandates an iterative, agile working method with predefined acceptance criteria per delivery, and is based on time & materials within a pre-approved time and budget. A documented change management procedure, including impact analysis, test plan, and rollback possibility for migration and each release, is required.
• Hosting of websites: This is an ongoing service for the duration of the contract.

Additionally, there is an optional component for the hire of a product owner and/or webmaster on an on-call basis.

The following items are explicitly outside the scope of this assignment:

• Content management (performed internally by BUas).
• BUas intranet.
• LCB-portal and CELTH-portal (hosted or managed separately).
• Introduction websites and some specific/campaign websites (hosted or managed separately).
