• Initial Duration: The framework agreement is established for an initial period of 1 year, starting from its notification.
• Renewal: The agreement can be tacitly renewed three times, with each renewal period lasting 12 months.
• Maximum Total Duration: The maximum duration of the contract, encompassing all initial and renewal periods, is 4 years.
• Renewal Conditions: A renewal is considered accepted unless the contracting authority issues a written decision to the contrary at least 3 months before the current period's end. The contractor cannot decline the renewal.

Key milestones and phases, referred to as subsequent markets, are:

• Subsequent Market 1 (Deployment Phase): This phase involves the deployment of the platform, including framing, integration, parameterization, configuration, training, acceptance, and production launch.
• The maximum execution period for this phase is 12 months from the notification of the service order.
• The provisional notification for this phase is anticipated in September 2026.
• The definitive admission decision for the platform marks the completion of this phase, enabling the notification of Subsequent Market 2.
• Subsequent Market 2 (Operation Phase): This phase covers the operation, hosting, and maintenance of the platform.
• This market takes effect after the platform's admission and runs until December 31st of the current year, with potential for renewals within the framework agreement's overall duration.
• Other Subsequent Markets: These markets address continuous improvement, data integration, and evolution of the platform as needed by SIBA throughout the framework agreement's term. Their specific execution deadlines will be defined in each individual subsequent market.

The core scope of work for this tender involves the supply, deployment, hosting, maintenance, and operation of a Hypervision platform. This platform is specifically designed for monitoring and anticipating natural phenomena that could impact the territory and the functioning of the wastewater sanitation system.

The Statement of Work is structured around several key areas:

1. Deployment (Marché subséquent 1): This phase covers the framing, deployment, demonstrations, acceptance testing, production launch, and transfer of skills for the Hypervision platform. It includes all necessary human, technical, software, and documentary resources. Key activities include project piloting, governance, and framing; provision of environments, infrastructure, and temporary licenses; development of the platform for data centralization and processing (RF1); industrialization of processing, models, and hydraulic simulations (RF2); provision of general analysis and consultation functionalities (RF3); validation of operational uses (RF4); and transfer of competencies for operational launch (RF5).

2. Administration, Operation, and Maintenance (Marché subséquent 2): This covers recurring services essential for maintaining operational conditions, administration, supervision, support, and sustainable exploitation of the platform over a year. Deliverables include hosting and infrastructure, licenses and usage rights, technical and functional administration, supervision, backups, service continuity, corrective maintenance, preventive maintenance, standard solution updates, and support and assistance.

3. Specific Services (Marché subséquent X): These are ad-hoc services that can be mobilized for specific needs like expertise, studies, assistance, evolution, development, or maintenance, which fall outside the fixed-price deployment or operational services. These services may relate to the platform's architecture, information systems, cybersecurity, hydrogeology, hydraulics, and associated modeling, involving expert engineers, engineers, and technicians.

4. Reversibility (Marché subséquent X): This phase focuses on ensuring the complete reversibility of the platform at the end of the framework agreement or a specific subsequent contract. It includes the preparation, restitution, documentation, and assistance to the syndicate or a designated third party. Key deliverables are the constitution and submission of a complete reversibility file, restitution of all data, repositories, results, configurations, interfaces, and documentation, and assistance during the reversibility process.

Additionally, the project requires the submission of a framing document that details the functional and technical architecture, mapping of components, interfaces and flows, integration strategies, parametrization principles, a detailed planning, and identified risks with their mitigation measures. The project also involves the integration of various data sources and repositories, including meteorological, piezometric, and marine data, as well as information from SEAMAFOR, GEOAC, and TOPKAPI.
