The framework agreement comes into effect upon the signing by the parties and remains valid for four (4) years from the date of signing, unless otherwise stipulated by the termination clauses of the framework agreement. Individual assignment contracts can only be made during the validity period of the framework agreement. The duration of each assignment contract is agreed upon separately within that contract, but it can extend for a maximum of two (2) years after the framework agreement concludes. The overall period for the framework arrangement for ICT expert services is stated as 2026-2030, specifically for sub-area 14, Artificial Intelligence expert services.

The core scope of work for this tender is to provide ICT expert services to Metsähallitus, structured as a framework arrangement. The current procurement specifically re-tenders sub-area 14, which focuses on AI expert services (Tekoälyn asiantuntijapalvelut). The framework agreement's overall objective is to deliver expert services for various ICT-related sub-areas, with detailed descriptions in the "Description of the Subject of Procurement" document.

Individual assignments will be governed by separate assignment contracts, which will specify:

• The precise content, subject, and supplier's tasks for each assignment.
• The experts and consultants involved in service delivery.
• The intended use of the services and the resulting material (tulosaineisto), including rights thereto.
• Intermediate and final outcomes of the services.
• Invoicing details, schedules, and breakdowns.
• Timelines for service delivery and the handover of resulting material.
• Acceptance criteria and procedures for both services and the resulting material.

The supplier is obligated to provide services with high quality, diligence, professionalism, information security, and in compliance with good consulting practices, industry standards, and relevant laws and regulations.

Core deliverables include the services themselves and the "resulting material" (tulosaineisto), which encompasses analyses, reports, source code, plans, research findings, recommendations, and other data and documentation generated through the services. The specific objectives, content, schedule, and required final results for each assignment will be detailed in the assignment-specific request for tender, and the supplier must deliver the resulting material with agreed attachments by a specified date.
