Implementierungs-, Projekt-, Beratungs- und Betriebsleistungen im Bereich IT-Infrastruktur sowie IT-Anwendungen

The contract begins on January 1, 2027. The initial fixed term is three years, concluding on December 31, 2029. The client has the option to extend the contract once by an additional year, making the maximum contract duration four years, and the latest possible end date December 31, 2030. The extension must be declared at least three months before the contract's original end date.

The core scope of work for this tender involves the provision of implementation, project, consulting, and operational services in the areas of IT infrastructure and IT applications for AOK Sachsen-Anhalt. The services are intended to support the IT Infrastructure and IT Applications departments.

The tender covers the following main service areas:

• Infrastructure and Virtualization: This includes supporting the operation, automation, and development of the highly available virtualization and private cloud platform, including troubleshooting and planning major version changes. It also covers the operation of data center infrastructure, backbone connectivity, decentralized site infrastructure, and backup systems. Specific tasks include technical planning and project coordination for technical facilities, and the conceptualization and implementation of a central logging solution for revision-proof storage of original log data.
• IT-Security: This involves generic consulting and support services for planning and implementing information and IT security measures, including operational implementation support, conceptualization, evaluation of options, and decision preparation for leadership. It also includes supporting the development and operation of vulnerability management, encompassing process definition, scope delineation, regular scanning for missing updates and configuration weaknesses, and matching externally reported vulnerabilities.
• Applications and Endpoint Management: This comprises operational and support services in the IT application domain, particularly for directory services, messaging systems, software distribution, and endpoint device management. It also includes support for operating directory services and messaging infrastructure, including planned migration to a hybrid operation with cloud platform integration. Additionally, it involves creating and testing software packages, providing operational support for recurring tasks in software distribution and packaging, and managing mobile and stationary endpoint devices. The scope also extends to supporting the activation and introduction of cloud workplace and collaboration services.
• IT-Control and Service Processes: This involves further developing and operating IT service management processes, including the definition and establishment of service classes, automated evaluation and prioritization processes, and the establishment of advanced analysis, participation, and escalation processes.
• Cross-cutting: Architecture, Governance, and Control Services: This includes cross-departmental architectural consulting and target vision development, encompassing the evaluation of technical options, development of target visions, architectural decisions, and preparation of executive decisions. It also covers operative project collaboration, project and sub-project management, and portfolio support, with tasks such as overall prioritization, schedule tracking, status reporting, and escalation. Additionally, the contractor will advise and support transition projects and hybrid operating models.

The services can include operational tasks, project services, consulting services, and related activities within these areas, delivered through a capacity-oriented and demand-driven model, with individual services commissioned via a call-off procedure.
