The contract timeline is structured in stages, with all specified dates being provisional.

Contract Start Date: The contract for Stage 1 (LPh 1-3 and planning-accompanying surveying) begins "ab Auftragserteilung" (upon contract award).

Contract End Date: The latest possible end date for Stage 3 (LPh 8 and LPh 9 and construction surveying) is potentially December 2035. However, the acceptance/completion of construction is set for no later than November 30, 2029.

Total Duration: The total duration is variable due to the staged nature of the contract and the non-binding character of the dates. It spans from the contract award (for Stage 1) potentially until December 2035 for all phases, with construction completion aimed for November 30, 2029.

Key Milestones/Phases:

• Stufe 1 (LPh 1-3 and Planungsbegleitende Vermessung - Planning-accompanying Surveying): From contract award until the beginning of August 2028.
• Preparation of the draft design: Until the end of Q1 / beginning of Q2 2027.
• Publication of the draft design on the city's homepage: Beginning of Q2 2027.
• Ongoing updates/additions to the draft design: Until the end of Q2 2028.
• Presentation of the plan in a public information event: Beginning of Q3 2028.
• Stufe 2 (LPh 5-7): From August 2028 until the end of December 2028.
• Coordination of the property situation with landowners: Beginning of Q3 2028 until beginning of October 2028.
• Preparation of the execution planning: Beginning of Q3 2028 until beginning of October 2028.
• Coordination of the execution planning with the client (AG): Beginning of October 2028.
• Handover of planning documents to the client: Beginning of October 2028.
• Publication of the award procedure by the client: Mid-October 2028.
• Answering bidder questions: Mid-October 2028 to mid-November 2028.
• Submission by the client: End of November 2028.
• Evaluation of bids and alternative bids: End of November 2028 until December 14, 2028.
• Completion of the award procedure and commissioning of construction services: By December 22, 2028.
• Stufe 3 (LPh 8 + 9 and Bauvermessung - Construction Surveying): From January 2029 to possibly December 2035.
• Construction start: Flexible (from spring 2029).
• Construction period: Approximately 4 months (max. 6 months).
• Construction end (acceptance/completion): Flexible, but no later than November 30, 2029.

The contract is a staged contract ("Stufenvertrag") with the option for service expansion, and a temporal shift in the commissioning of Stage 2 by up to two years is possible without additional costs.

The core scope of work for this tender is the object planning for traffic facilities, specifically the road construction project titled "II 66-2026-142 Straßenausbau "Am Buschfelde - 2.BA"".

The Statement of Work (SOW) encompasses various service phases (Leistungsphasen - LPh) according to HOAI (§ 47 HOAI for traffic facilities), including both basic and special services:

Core Deliverables and Services:

• LPh 1 - Grundlagenermittlung (Basic evaluation): Clarifying the task, identifying planning conditions, advising on overall service needs, and documenting results.
• LPh 2 - Vorplanung (Preliminary planning): Obtaining and evaluating official maps, analyzing basic data, coordinating objectives with public law conditions, investigating solution options (up to 3 variants) considering design, purpose, economic viability, and environmental compatibility. This phase includes preparing a planning concept, preliminary traffic technical dimensioning, investigating noise protection measures (excluding detailed acoustic studies), clarifying technical contexts, coordinating with authorities, and assisting in explaining the planning concept to third parties (up to two meetings). Specific deliverables include creating utility line inventory plans and obtaining extracts from land registers and other official documents.
• LPh 3 - Entwurfsplanung (Draft planning): Developing a draft design through drawings, preparing an explanatory report, coordinating approval feasibility with authorities, and preparing a cost calculation including quantity determination, with a comparison to the cost estimate. It also involves assisting in explaining the preliminary design to third parties (up to three meetings) and revising it based on feedback.
• LPh 4, 5, 6, 7, 8, 9 (Further phases of planning and construction): These phases cover aspects such as tendering, awarding contracts, construction supervision, and defect rectification.
• LPh 7: Reviewing and evaluating up to 3 alternative bids.
• LPh 8: Reviewing change orders, creating as-built plans in digital format, and on-site construction supervision.
• LPh 9: Monitoring defect rectification within the statute of limitations, with potential for extended services if the warranty period is prolonged.

Special Services:

• Planning-related surveying and construction surveying.
• Local discussions with residents (for approximately 10 properties, up to 2 on-site appointments each) to coordinate property situations and explain road connections, including appointment coordination.
• Potential for additional analogous printouts of planning documents and SiGeKo (safety and health coordination).

The project is structured in stages: Stage 1 (LPh 1-3), Stage 2 (LPh 5-7), and Stage 3 (LPh 8+9, construction surveying). The client retains the right to unilaterally change the contract objectives.
