TENDER DESCRIPTION

If permanent staff (long-term) are absent, or in times of high workload or where specific knowledge and experience are required, GRF makes use of flexible contracting of labour. Currently, GRF hires financial staff on a flexible basis from various secondment agencies. Self-employed persons (ZZP’ers) are also deployed via an agreement between GRF and the ZZP’er. GRF wishes to make this process more efficient. The purpose of this European procurement procedure is to enter into a Framework Agreement with four market parties regarding the hiring of financial staff, in order to meet this need. The Framework Agreements have an initial term of two years starting on 1 January 2027. The Framework Agreements may be extended twice by the contracting authority for one additional year each time, for an additional period of up to a total term of four years, in accordance with the criteria described in these Tender Specifications (Inschrijvingsleidraad).
