TENDER DESCRIPTION

Since 1 January 2022, municipalities have been responsible for the collection and material recycling of waste paper after the previous producer responsibility was abolished. From 1 July 2026, a reformed waste legislation entered into force, meaning that business activities are given their own responsibility, including for waste paper and used office paper. The municipality’s previous sole responsibility for these waste streams has thereby been changed and replaced by a system in which, in certain cases, the municipality has what is known as a secondary responsibility. The procurement is carried out against the background of this changed legislation and aims to ensure an effective and appropriate collection of the waste paper streams that continue to be covered by the municipality’s responsibility. Nyköping Municipality intends to procure a contractor for the collection of waste paper in the municipality. This procurement covers the collection, transport, sorting, warehousing, handling/treatment, and disposal/sale of waste paper from the municipality’s recycling centres (ÅVS), multi-family housing and other shared facilities and municipal operations.
