The contract is a service agreement with an initial duration of three years, commencing on April 6, 2027. The Provincial Authority has the option to extend the agreement seven times, each for a period of one year, under the same conditions. If all extension options are exercised, the agreement will conclude on April 5, 2037. This brings the total potential duration of the contract to 120 months (10 years).

The core scope of work for this tender involves the renewal of the province's integration function. This includes the delivery and implementation of a new integration platform, the migration of all existing connections (both those currently on an integration platform and those outside it) to this new platform, the transition to the associated working methods and management organization, and the building of new integrations.

The contractor is responsible for inventorying and analyzing all existing connections, describing them technically and functionally, and updating the integration documentation. They must also describe and maintain the High-Level Design (HLD) and Low-Level Design (LLD) to ensure the solution aligns with the project's requirements, wishes, and objectives. Furthermore, the contractor will participate in relevant strategic, tactical, roadmap, architecture, operational, Financial Operations, and Change Advisory Board meetings. During a transitional period, the supplier is responsible for functional management for a maximum of one year if the province has not yet set it up, after which a flexible shell for functional management will be provided upon request. The contractor is also responsible for investigating, addressing, and resolving issues related to the software of the new integration platform and for establishing the governance, roles, and processes for the integration function.

The integration platform's scope encompasses connecting internal systems (such as the case system, DMS, customer portal, and ERP), external registers and systems (like BRP, KvK, Arbodienst, ABP, and Tax Authorities), and the provincial data and GEO platform (including Databricks and ESRI). The platform's functionalities must include a user-friendly interface, message exchange, API gateway, API management, workflow automation, orchestration, integration with GDI facilities and the province's SOC/SIEM, logging and monitoring, error handling, configuration and lifecycle management, dashboards, access management, and secure network connectivity. The connection of the provincial data and GEO-platform, including the ingestion of raw data, is also within the scope. The province aims for an API-led architectural approach, structuring integrations in layers from source systems, through business logic, to consuming applications.

Excluded from the scope are high-volume data movements and bulk processing, the functionality of the provincial data and GEO-platform itself, data integration for analytical purposes (if part of the data platform), the replacement or modification of source systems, organizational restructuring, and the complete outsourcing of the province's steering role.
