The contract is scheduled to start on November 1, 2026, and conclude on October 30, 2028. This initial period spans two years. Additionally, there are options to extend the contract for two further one-year periods, covering the years 2029 and 2030.

The core scope of work for this tender involves annual HVAC (IV-työt) repair and maintenance services for properties owned and managed by the Municipality of Vihti, including schools, kindergartens, health centers, and libraries. The services will be provided on an annual contract basis, with the contract period running from November 1, 2026, to October 30, 2028, and options for extension in 2029 and 2030.

A framework arrangement will be established, selecting four to five contractors. Work can be performed on an hourly billing basis or at a fixed total price. Contractors will be ranked by price, with the lowest bidder becoming the primary supplier. Orders are initially offered to the primary supplier, then to subsequent ranked suppliers if the primary cannot fulfill the request within one working day.

For projects estimated at up to 50,000 euros (excluding VAT), the client can order directly based on the priority ranking without a mini-competition. Larger acquisitions, or technically demanding/unclear projects even below 50,000 euros, will be subject to a mini-competition among the framework partners. The estimated total value for the framework arrangement and all contract partners is 5,400,000 €. The client does not guarantee order volumes to individual suppliers and has no purchase obligation; the work is generally considered one-off projects. Contractors are required to provide project-specific construction and warranty securities for projects exceeding 25,000 euros.
