TENDER DESCRIPTION
The Free and Hanseatic City of Hamburg (FHH) ? Department of Finance and Districts - as contracting authority (CA) intends to conclude a contract with the Department for Economic Affairs and Innovation for project-accompanying legal advisory services for the establishment and operation of charging infrastructure (LIS) in public space. The aim is to ensure that further expansion and operation of the LIS are structured in a legally sound manner, in particular with regard to the planned further development of the expansion strategy after the current concession phase ends (by mid-2027). The objective of the procurement procedure is project-accompanying legal advice regarding various options for the further build-out and operation of LIS in public space, taking into account all relevant areas of law, as well as, on a case-by-case basis, advice on contractual issues relating to the ongoing concessions. Therefore, in close coordination with the contracting authority, several conceptual solutions (models) for the further expansion will be assessed from a legal perspective.
