TENDER DESCRIPTION

The procurement is a framework and partnership agreement for the city of Pyhäjärvi’s land-use planning services located in the region of North Ostrobothnia, including general and detailed zoning and zoning by-laws, plan studies, and various expert tasks related to land use, for a period of 36 months (3 years) + (2 x 12 months (1 year) option). The implementation of the option requires the approval of both parties. The procurement follows a framework agreement model in which separate assignments are initiated on the basis of project-specific work programmes and the offers provided by the consultant. The contracting authority does not commit to a specific procurement volume during the term of the agreement. The procurement does not concern processes that are already underway. The city prepares municipal zoning plans (local master plans and related plans) and project zoning plans as well as private zoning plans. For example, for green transition production and consumption projects, Power to X functions, the circular economy, and housing and other business/industry.
