The contract timeline is structured around a planned Go-Live date of November 30, 2027, and comprises several Leistungspakete (LPs) with specific durations and phases:

• Go-Live: Planned for November 30, 2027.
• LP 1-3 (Core Service) Conception and Implementation of Core Application: From January 1, 2027, to November 30, 2027.
• LP1 System Detailed Concept: Approximately 2-3 months from the contract start.
• LP2 Realization of Core Application Prevention (Expansion Stage 1): Approximately 6-8 months until the Go-Live on November 30, 2027, following the acceptance of LP1.
• LP 4 (Option 1) Implementation of Output Management System: From January 1, 2027, to November 30, 2027, running parallel to LP2. The duration is approximately 6-8 months until Go-Live.
• LP 4a (Option 1a) Operation Output Management System: From December 1, 2027, to November 30, 2030, running parallel to LP6. This has a basic term of three years from the productive start of the Output Management. This phase includes a Hypercare period of approximately 3 months.
• LP 4b (Option 1b) Extension of Operation Output Management System: From December 1, 2030, up to a maximum of November 30, 2040, running parallel to LP7. This is an optional extension for up to ten additional years.
• LP 5 (Core Service) Migration and Testing: From January 1, 2027, to November 30, 2027, running parallel to LP2.
• LP 6 (Core Service) Operation of Core Application: From December 1, 2027, to November 30, 2030. This has a basic term of three years from the productive start of the core application.
• LP 7 (Option 2) Optional Extension of Operation Core Application: From December 1, 2030, to November 30, 2040. This is an optional extension for one or more additional operating years, up to a maximum of ten years, and is annually terminable.
• LP 8 (Option 3) Consulting, Further Development, Training, and End-of-Life Service: From January 1, 2027, to November 30, 2040.

The framework agreement covers the entire lifecycle of the core application, including conception, realization, introduction, migration, operation, maintenance, support, further development, and termination support. Individual project contracts come into effect upon signing, provided the framework agreement is also validly concluded.

The core scope of work for this tender involves several Leistungspakete (service packages) categorized into concept, implementation, and operation phases.

The Concept Phase (LP1 System-Detailkonzept) focuses on developing definitive functional, ergonomic, technical, design, and organizational implementation bases for the new core system "Prävention NG." This includes a comprehensive system-detail concept and, if necessary, prototyping and validation through mock-ups or test installations.

The Implementation Phase includes:

• LP2 Realisierung Kernapplikation Prävention (Core Application Prevention Implementation) which entails the realization, configuration, parameterization, and introduction of the new core system "Prävention NG". The goal is to provide a productively usable, stable, and integrated professional application to replace the current F+ESPA solution. This involves implementing and configuring essential core functionalities such as prevention business processes, digital case management, status/substatus/workbasket and deadline logic, role and authorization concepts, document functions, relevant interfaces, search/filter/evaluation functions, and basic functions required for go-live, including the use of MS-Word templates and text variable transmission.
• LP3 Erweiterungen und Integrationen (Extensions and Integrations) for functional and technical expansion through additional modules and interfaces based on prioritized needs.
• LP4 Output Management involves the introduction and integration of a standalone software solution for document creation, template management, output control, dispatch, and signature integration for automated archiving.
• LP5 Migration und Testing covers data migration, test concepts, User Acceptance Testing (UAT), and Go-Live preparation.

The Operation Phase includes:

• LP4a/4b Betrieb, Wartung und Support Output Management for operating, maintaining, and supporting the Output Management system for an initial three years, with an option for an additional ten years.
• LP6 Betrieb, Wartung und Support for ongoing maintenance, support, and operational assistance for the overall solution for three years.
• LP7 Verlängerung Betrieb, Wartung und Support allows for an extension of these services after the initial operational phase for up to ten additional years.
• LP8 Beratung, Weiterentwicklung, Schulung und End-of-Life Service encompasses consulting, further development, training, and end-of-life services.

Additionally, the tender's scope involves services related to the sourcing process, including:

• Marktanalyse (Market Analysis): gathering relevant data and facts for the tender and creating necessary documents.
• Beschaffung (Procurement): taking responsibility for the sourcing process throughout the entire tender duration and procurement process.
• Beschaffung pro Phase (Procurement per Phase): taking responsibility for the sourcing process during specific phases of the tender duration (e.g., Ausschreibung, Begründung, Evaluation, Vertrag - Tender, Justification, Evaluation, Contract).
• Minitender (Rahmenvertrag) / Einladungsverfahren (Mini-tender/Framework Agreement/Invitation Procedure): responsibility for mini-tenders under a framework agreement and obtaining at least three offers for an invitation procedure to ensure award and contract, analogous to the core tasks of a mini-tender. This includes standard and complex mini-tenders.
• Beratung / Unterstützung (Leistungen nach Aufwand) (Consulting / Support - Services by effort): general consulting and support services for the BIT in procurement matters.
