The contract duration is 4 years. The contract begins with the award (Zuschlag) and ends automatically after 4 years. The client has the option to unilaterally extend the contract by 3 months if the follow-up procurement process is not completed in time.

The core scope of work for this tender involves a four-year framework agreement for the provision of licenses for an AI assistance system designed for processing social benefit applications, specifically covering housing benefit and basic income support.

The Statement of Work summary includes the following core deliverables and services:

Services at a fixed price:

• Provision and Licensing: Supply and licensing of the AI assistance system.
• System Operation: Operation of the software system by the contractor.
• Integration Services:
• Implementation of introduction projects.
• Conducting training sessions.
• Initial services to ensure operational readiness, including API provision.
• Software Maintenance: Maintenance, upkeep, and further development of the supplied software.
• Support Services: Professional and technical support services.

Additional Services (up to 4000 hours contingent, on-demand):

• Consulting Services:
• Strategic Consulting: Covering process management (e.g., introduction, analysis, audit, FIM implementation, creation of FIM information, FIM-compliant data preparation, reusable processes/services, FIM-compliant reuse), change management (e.g., potential identification, target vision development, concept creation, overall action plan), and requirements management (e.g., gathering, analysis, prioritization, documentation, evaluation, recommendations).
• IT Consulting.
• Strategy Consulting.
• Expert Data Protection Consulting.
• General Consulting: During development and implementation phases, progress/deviation monitoring, concept re-evaluation, and methodological advice on tools.
• Project Phases: Assignment clarification (e.g., environment/stakeholder analysis, target definition, requirements analysis, effort estimation), conceptualization (e.g., Soll-Ist analysis, concept creation/documentation, feasibility checks, quality management mechanisms), and completion (e.g., documentation/reports, project result evaluation, final discussion).
• Development Services: For further development and utilization of the software.
• Agile Development:
• Scrum Master: Coaching/consulting agile teams on methods, sprint planning, team communication; advising on agile project setup/implementation; organizational readiness for sprints; moderating retrospectives.
• Development Tasks: Requirement evaluation, product development, development documentation, creation of operation/development manuals, test case creation, test execution (manual/automated, evaluation, documentation), maintenance, error/malfunction rectification/documentation, updates, and adaptation to changed environmental conditions.

Services are primarily to be performed remotely, with on-site work only if strictly necessary and agreed upon. A structured project management methodology (e.g., Prince 2, GPM) will be used.
