The contract timeline is as follows:

• Total Duration: The contractor is obligated to complete the contract within 60 calendar days from the date the contract is concluded.
• End Date: The final deadline for completing the order is December 21, 2026. This date is considered paramount and unalterable due to budgetary constraints.
• Key Milestones/Phases:
• Etap I (Phase I - Graphic design and information architecture): To be completed within 30 days from the date of contract conclusion.
• Etap II (Phase II - Implementation of test and production versions, including testing and corrections): To be completed within 60 days from the date of contract conclusion, but no later than December 21, 2026. The testing and correction period is integrated within this 60-day timeframe.
• Final Acceptance: Occurs after the testing and correction period, upon the signing of the final acceptance protocol.
• Warranty Period: A 24-month warranty period commences from the date of final acceptance.
• Maintenance: From the launch of the production version until December 21, 2026, the contractor is responsible for the ongoing maintenance and proper operation of the platform.

The core scope of work for this tender is the comprehensive service of designing, executing, implementing, and maintaining a modern WWW platform, specifically referred to as the "Cyfrowa Platforma GovTech" (Digital GovTech Platform). This platform will feature two main modules: an informational module and a competition module.

The Statement of Work summary and core deliverables include:

• Pre-implementation analysis along with documentation.
• Designing the architecture of the solution.
• Preparation of mock-ups and graphic design for the user interface (UX/UI).
• Designing, building, and configuring the IT infrastructure.
• Software development, including the preparation and launch of a Minimum Viable Product (MVP).
• Conducting security and performance tests.
• Conducting a pilot program for the solution.
• Preparation of full technical and user documentation, including source code.
• Production implementation of the platform.
• Provision of test and production environments, including DEV, TEST, UAT, and PROD environments or equivalent.
• Data migration.
• Delivery, configuration, and adaptation of a CMS tool.
• Comprehensive user interface (UX/UI) design.
• Training for a minimum of 15 employees/representatives of the Contracting Authority and preparation of training materials.
• Transfer of proprietary copyrights to the Platform to the Contracting Authority.
• Granting the Contracting Authority necessary rights or licenses for the use, maintenance, administration, and future development of the Platform.
• Handover of a complete, fully functional internet platform with full rights for its use and administration.
• Implementation of a CI/CD process, infrastructure as code, deployment configurations, rollback procedures, and instructions for deploying new versions.
• Ongoing maintenance and proper functioning of the Platform, as well as post-implementation support.

Additionally, the project should incorporate at least one of the following elements: an internet portal, an administrative panel, user management, workflow or electronic document flow, or electronic forms. It must also include at least one of the following security mechanisms: RBAC, MFA, SSO, or audit logs. Furthermore, at least one aspect of the project should involve integration with external systems via REST API. The tender also implies experience in implementing systems for public administration or public finance sector entities, and solutions for managing competitive, recruitment, consultation, or multi-stage application evaluation processes.
