The core scope of work for this tender involves the comprehensive delivery of an Information System (IS) that encompasses analysis, development, implementation, and integration for various municipal agendas. Key aspects include a pre-implementation analysis to define processes, integrations, data migration, and detailed requirements, followed by the actual deployment and parameterization of the IS. Rigorous testing (functional, user, UX/UI, performance, and security) and user training are also integral to the scope. A significant focus is placed on ensuring full legislative compliance, particularly with the National Standard for Electronic Document Service Systems (NSESSS) and eiDAS regulations, requiring successful attestation of the electronic document service system component. The project also demands extensive integration of the delivered solution with existing and new internal and external systems.

The core deliverables include:

• A Detailed Implementation Project document that outlines processes, integrations, deployment strategies, data analysis, migration plans, and detailed functional requirements.
• An implemented Information System comprising multiple modules such as an Official Notice Board, Citizen's Portal (public and authenticated parts), Contract Management, Warehouse Management, Task Management, Meeting Portal, and functionalities for document creation and management.
• Documentation and protocols from functional, user, UX/UI, performance, and security tests.
• Training materials and user training for key system users, including the creation of test scenarios.
• A fully integrated solution that connects with the contracting authority's existing and new internal and external systems (e.g., ISZR, RŽP, data mailboxes, CzechPOINT, contract register, economic IS, Citizen's Portal, Microsoft Active Directory).
• A unified and secure administration interface for all delivered modules, allowing for configuration, system monitoring, and hierarchical role management.
• A documented open API interface based on standard web services (XML, SOAP, JSON) to facilitate third-party connections and integration with other agenda systems.
• Evidence of legislative compliance attestation for the electronic document service system, as required by law.
• Ensuring successful pilot operation of the delivered solution.
• Delivery of editable document templates, anonymization functionality including OCR, and tools for generating various reports.
