Key dates and deadlines include:

• The deadline for submitting proposals is 07/09/2026 at 09:00 +03:00.
• The proposals will be opened on 07/09/2026 at 09:30 +03:00.
• Proposals must remain valid for a period of 90 days from the final submission deadline.
• Initial review of proposals will commence no earlier than 30 minutes after the proposal submission deadline.
• Requests for clarification or refinement of tender conditions must be submitted by the supplier no later than 10 days before the proposal submission day.
• The contracting authority will provide clarification or refinement of tender conditions to all suppliers no later than 6 days before the proposal submission deadline.
• The contracting authority cannot conclude the contract earlier than 10 days from the date of sending the notification of the decision to conclude the contract (or 15 days if the notification was not sent electronically).

Key milestones for the project include:

• The Containerized Platform must be delivered within 6 months from the effective date of the Contract.
• The Containerized Platform must be fully operational no later than 12 months from the effective date of the Contract.

The core scope of work for this tender, aimed at the State Social Insurance Fund Board, is to standardize and automate the deployment of their information system application systems (TS), including updates and new versions, while reducing risks. This involves standardizing and automating initial program code management, TS release creation, and deployment across various environments, as well as managing information on TS interfaces with IT infrastructure components.

The statement of work summary and core deliverables include:

• Design and Implementation of Key Components:
• Simplifying and automating software development processes using modern practices like Infrastructure as Code, GitOps, and DevSecOps.
• Designing and implementing a program lifecycle management component, which includes a source code repository, infrastructure configuration, and deployment code management, to facilitate TS release creation, storage, security, and deployment automation.
• Designing and implementing a containerized TS component execution component to ensure secure execution, runtime environment security, monitoring, auditing, and automated deployment and configuration management based on GitOps principles.
• Designing, deploying, and configuring a centralized secrets management component for secure handling of confidential information such as passwords, API keys, TLS certificates, and access keys.
• Consulting Services: Providing consultations to the Fund Board's employees on topics related to TS release creation, deployment automation (DevOps), and platform operation. This also includes consultations on IT infrastructure and software issues, and support for preparing infrastructure for Platform deployment or changes. A maximum of 1000 hours of consulting services are to be provided over 36 months.
• Documentation and Training: Preparing a standardized set of requirements for programming service providers to ensure centralized, secure, and standardized use of the solution. The overall project also includes documentation and training services as part of the third stage of implementation.
• Project Management: The supplier must develop and agree upon a detailed Project Implementation Plan, outlining work stages, sequence, preliminary deadlines, results, and responsible parties. Regular progress reports must be provided.
• Platform Implementation Stages: The procurement object is a single, integrated modern application platform solution covering hardware, software, licenses/subscriptions, design, installation, configuration, integration, testing, migration, documentation, training, transfer, and warranty maintenance services. The implementation is divided into three stages for acceptance and payment:
• Stage I: Platform design, technical hardware delivery, installation, systemic and management software updates, network access configuration, and server profile preparation.
• Stage II: Provision and activation of all necessary software licenses/subscriptions and ensuring manufacturer support.
• Stage III: All work and services required for the deployment, configuration, integration, testing, migration, documentation, training, transfer, and warranty maintenance of a fully functional platform.
• Warranty Maintenance: Providing warranty maintenance for the implemented solution for 36 months following the signing of the final Platform transfer-acceptance act.
• Timeline: The platform must be fully operational within 12 months from the contract's effective date, with technical equipment delivered within 6 months.
