The contract timeline is as follows:

• Contract Start Date: October 1, 2026.
• Contract End Date: September 30, 2027.
• Total Duration: 12 months (from October 1, 2026, to September 30, 2027).

Key Milestones/Phases:

• November 30, 2026: Completion of Work Package 1: "Requirement analysis, establishment of PAG and Kickoff".
• January 31, 2027: Completion of Work Package 2: "Development of Use Cases and the technical target image, technical validation (1st PAG meeting)".
• April 30, 2027: Completion of Work Package 3: "Development of the database concept and data model".
• July 30, 2027: Completion of Work Package 4 and 6: "Presentation (2nd PAG meeting), commentary and consolidation of data model and database concept" and "Operating, Governance and Financing Options".
• August 31, 2027: Completion of Work Package 5 and 7: "Finalization of the database concept and data model" and "Work Package 7: Final report, results presentation (3rd PAG meeting) and handover".
• The written final report must be submitted by the end of the term.

The core scope of work for this tender is the conception of a nationwide database for species protection programs and measures (Artenhilfsprogrammen und -maßnahmen).

The Statement of Work (SOW) is structured into seven work packages with the following core deliverables:

• Work Package 1: Requirement gathering, PAG setup, and Kickoff. This includes establishing a Project Advisory Group (PAG), collecting and consolidating requirements, and conducting a project kickoff. It also involves an initial assessment of potential financing and operational conditions for the future database.
• Work Package 2: Development of Use Cases and the technical target picture, and technical validation. This involves elaborating, describing, and prioritizing technical Use Cases based on collected requirements, and developing a technical target picture for the database. These Use Cases will define the database's role, function, and design, considering organizational, operational, and financial frameworks. Data modeling is explicitly excluded from this package.
• Work Package 3: Development of the database concept and data model. This package focuses on the structural design of the database.
• Work Package 4: Presentation, commentary, and consolidation of the data model and application concept. This includes a second PAG meeting for reviewing and consolidating the developed data model and application concept.
• Work Package 5: Finalization of the database concept and data model. This involves concluding the development and refinement of the database concept and data model.
• Work Package 6: Operational, governance, and financing options. This package outlines fundamental options for institutional embedding, roles, responsibilities, and financing structures. It will present possible carrier models, institutional responsibilities for data maintenance and quality assurance, conceptual resource and control dimensions, and overarching financing logics. It explicitly states that no detailed operating concept or binding model will be developed; rather, options and decision parameters will be presented.
• Work Package 7: Final report, results presentation, and handover. The final package involves documenting all project results in a structured final report (maximum 80 pages excluding appendices), presenting the outcomes in a third PAG meeting, and formally handing over the conceptual foundations for the nationwide database in agreed digital formats. The final report will cover the technical target picture, agreed Use Cases, the chosen database design, the consolidated database concept, the final UML data model, prospective operational, governance, and financing options, and future development perspectives.
