The project involves several phases:

• Concept and Fine Specification Phase.

• Handover to Regular Operation (Go-Live for all users) after overall acceptance.
• An optional initial Setup and Architecture Phase ("Sprint 0") can be conducted before the iterative implementation.

Maintenance, care, and serviceleistungen (system services) commence on the day of successful overall acceptance. These services have a basic term of 24 months. The client has the option to extend the term twice, each by 12 months, resulting in a maximum total duration for these services of 48 months.

The core scope of work for this tender involves the development, provision, and commissioning of a web-based overall system. This system is comprised of a web frontend and a backend, initially as Expansion Stage 1.

The project follows an iterative approach, with key phases including:

• A Concept and Detailed Specification Phase for detailing technical and functional requirements through fine concepts and backlog entries.
• An Implementation and Integration Phase where the solution is iteratively developed, integrated, and tested in functional increments.
• A Test and Acceptance Phase that includes functional testing and a pilot operation with a limited user group after the declaration of operational readiness. During this pilot phase, the contractor is responsible for system support and defect resolution.
• Handover to Regular Operation (Go-Live for all users), which includes final documentation and knowledge transfer.
• An optional Initial Setup and Architecture Phase ("Sprint 0") can be conducted before iterative implementation to prepare infrastructure, fundamental architectural decisions, and technical interfaces.

The contractor acts as the responsible general contractor for creating the overall system, including liability for subcontractors' services. The services explicitly include the migration or transfer of existing digital application processes.

Core deliverables and services encompass:

• The web-based overall system itself, including its conception, development, migration, interfaces, documentation, and acceptance.
• Ongoing Serviceleistungen such as maintenance, care, support, and adherence to Service Level Agreements (SLAs).
• Optional Expansion to a second stage (Expansion Stage 2).
• Support Services and the handling of Change Requests, both compensated on a daily rate basis.
• Project and schedule plans, risk and communication plans.

• The contractor is responsible for the proper installation, configuration, and functionality of the application within the client's IT infrastructure, which includes server operating systems (Microsoft Windows Server 2025 Datacenter Desktop/Core or Ubuntu Server 24.04) and client operating systems (Windows 11 Enterprise).
