    This tender invites proposals for the conception, realization, and ongoing support of an accessible, cross-device web platform for Dresdner Verkehrsbetriebe AG, designed to provide a native app user experience. The implementation phase is structured into five sub-phases, targeting completion by December 31, 2028, with the overall contract including a ten-year service phase following acceptance, plus two optional two-year extensions.

    TENDER BRIEF

    The contract comes into effect upon the award of the contract. The contract has an initial term until the end of the agreed service phase, which begins after acceptance and lasts for ten (10) years. The client has a unilateral option to extend the service phase twice, each by two (2) years.

    The contract is divided into two main phases:

    • Implementation phase (Umsetzungsphase): During this phase, the overall project is realized. This phase is further divided into five sub-phases, each concluding with a project milestone. The project completion is required by December 31, 2028, with a potential extension to March 31, 2029, currently under discussion.
    • Phase 1 - Specification: A three-month phase for developing a detailed technical requirements document. The milestone for this phase is the final acceptance of the requirements document by the end of April 2027.
    • Phase 2 - Market Research, Conception & UI/UX Design: This phase covers conceptual design, information architecture, and UI/UX design, with accompanying market research and tests starting from May 2027. The milestone for this phase is the approval of UI/UX designs and the interactive prototype by the end of August 2027.
    • Phase 3 - Technical Development & Implementation: This phase involves frontend and backend development, accessibility implementation, and integration. It includes a six-month window for CMS content filling and migration.
    • Phase 4 - Quality Assurance & Testing: This phase runs parallel to the end of Phase 3, focusing on general quality assurance, User Acceptance Testing, and official accessibility audits.
    • Phase 5 - Launch & Go-Live: The final rollout phase, encompassing data migration, deployment to production, and DNS changes, culminating in the Go-Live. The implementation phase concludes with the overall acceptance of the services after the launch.
    • Service phase (Servicephase): This phase begins after the acceptance of the web platform and focuses on providing services to maintain the operational capability and reliability of the platform.
