The contract begins on the day of the award. The initial term of the contract is two years. The contract can be optionally extended by the BASE for one additional year at a time, up to a maximum of 8 times, meaning the total contract duration cannot exceed 10 years.

Key milestones and phases include:

• A kick-off meeting to define communication channels, contacts, milestones, interfaces, approval processes, crisis structures, and initial individual measures, with documented results.
• The campaign is structured around three phases of the regional conferences:
• Phase 1: Preparation phase until the proposed site regions.
• Phase 2: Establishment phase until the constitution of the regional conferences.
• Phase 3: Working phase after their establishment.

The core scope of work for this tender involves the "Conception and Implementation of an Information Campaign for the Regional Conferences" for the Bundesamt für die Sicherheit der nuklearen Entsorgung (BASE). The primary objective of this campaign is to prepare and accompany the regional conferences communicatively, which are crucial for public participation in the search for a final repository for high-level radioactive waste. The campaign is slated to begin in 2027, with the main activities concentrated between autumn 2027 and the end of 2028.

The comprehensive Statement of Work includes the following key services and deliverables:

• Project Management and PR Consulting: This encompasses budget and timeline oversight, ongoing communication consulting, internal project steering and quality assurance, coordination with BASE on cost estimates and approval processes, performance measurement using key performance indicators (KPIs), production management (e.g., printing contacts and quality assurance), and regular qualitative and quantitative documentation of work performed.
• Conceptual Services: The creation of a comprehensive information campaign concept for the site selection process and regional conferences, structured into three phases. This includes developing campaign concepts for non-categorized areas, Berlin, and specific site regions, as well as communication measures post-establishment of site regions.
• Editorial Services.
• Creative and Design Services: This covers creative, design, information design, final artwork, rendering, audio, and moving image services, all while strictly adhering to BASE's Corporate Design guidelines.
• Social Media Services: Includes the ongoing management and support of online communities, daily monitoring of social networks, responding to user contributions, forwarding questions, and moderating forums and networks.
• Media Planning and Management: Involves developing a detailed media plan with a catalog of measures, timeframes, and cost plans, booking and handling advertising materials, implementing measures to increase reach (paid media), and analyzing/optimizing advertising actions, along with researching and acquiring suitable cooperation partners.
• Crisis Prevention and Communication.
• Press Work Support: Providing assistance for BASE's press activities, including seminars for journalists.
• Event Support: Managing and staffing exhibitions and information stands at regional events as required by BASE.
• Telephone Hotline Operations: Establishment and operation of a telephone hotline with trained personnel.

All digital deliverables must be provided in open, editable file formats, and all online publications must be designed to be barrier-free, conforming to BITV-standards (DIN EN 301 549 and PDF/UA standard DIN ISO 14289-1).
