TENDER DESCRIPTION

The city grants the concessionaire 23 municipal locations within the urban area where digital advertising can take place. This includes the right and obligation of the concessionaire to install advertising installations at municipal locations at their own expense and risk and to use these commercially. Additionally, the concessionaire shall also broadcast editorial programs over the advertising installations. In return, the city expects the payment of a fee - consisting of a turnover-dependent ("revenue rent") and a turnover-independent ("minimum rent") component, the provision of media free services, the granting of discounts on media services, and the enabling of crisis communication. Locations will be provided for 9 digital large-format displays in public spaces - 4 locations from 01.03.2027 and 5 more from 01.07.2027 -, 8 digital small-format displays in the light rail facilities, and 6 digital small-format displays in public spaces.
