• Request for submission of a binding offer: November 30, 2026.
• End of deadline for submission of the first indicative offer: December 14, 2026.
• Bidder presentations: Approximately January 13-15, 2027.
• Negotiation talks: Starting January 20, 2027.
• Conclusion of procedure and commissioning: Starting March 20, 2027.
• Start of service provision: Starting April 1, 2027.

The procedure itself is structured into two phases:

• Phase 1: Participation competition.
• Phase 2: Offer and negotiation phase.

The core scope of work for this tender is the European-wide procurement of an AI-supported solution for processing parental allowance applications and associated evidence for the L-Bank.

The statement of work and core deliverables include:

• Project implementation, adaptation, introduction, and subsequent productive operation over an initial 24-month contract term.
• Provision and operation of the solution as a scalable, multi-client capable Software-as-a-Service (SaaS) cloud solution.
• Ongoing maintenance, support, and error resolution throughout the contract period.
• Integration into the L-Bank's existing system landscape via documented and versionable interfaces. These interfaces must enable the transfer of applications, evidence, emails, metadata, and context information, clear identification of processing orders, tracking of processing status and technical errors, and structured return of document classifications, extracted data, findings, metadata, test results, and processing notes. The interfaces must also support asynchronous processing, controlled repetitions, corrections, and technical restarts, while preventing duplicate processing and ensuring clear assignment of results to orders, documents, and technical processes.
• Comprehensive implementation, introduction, and further development services, encompassing project management, technical and functional conception, solution configuration and implementation, interface provision and support, integration, support for testing, piloting, acceptance, and go-live, user and administrator training, and provision of technical and functional documentation.
• Adaptation of the solution to relevant legal, regulatory, and functional changes during the contract term.
• Support for L-Bank in adhering to data protection, social data protection, information security, DORA, and the Artificial Intelligence Ordinance, including providing necessary information and evidence.
• Ensuring that the processing of personal data and all processing locations and subcontractors are within the European Union.
• The AI solution's role is exclusively to support processing, with all functional and legal decisions remaining with the L-Bank.
• The solution should incorporate capabilities such as a rule-based completeness check for applications and documents, semantic merging of information from multiple sources into a unified data set, and multi-client functionality supporting separate data sets, permissions, and client-specific configurations.
• The solution must be capable of processing legally regulated social benefits, including parental allowance, housing benefits, and similar benefits, or other legally regulated performance, funding, or administrative procedures.
