The core scope of work for this tender involves the provision of services by the contractor to the contracting authority in accordance with the terms and requirements outlined in Annex I. The overall work is structured into three phases: Phase 1, Phase 2, and Phase 3. Phase 2 is anticipated to be implemented in three countries, while Phase 3 entails scaling up to ten countries.
The Statement of Work requires tenderers to propose a detailed methodology for all activities and to deliver specific outputs for each phase. A key aspect is the handover process to the ETF, which includes a plan for internal capacity building, comprehensive documentation, and the transfer of methodology and ownership. Furthermore, the proposal must detail any pre-existing materials used, including their scope, source, and how the rights to these materials have been or will be acquired. Upon completion of each assignment, a closure report is required, attaching all deliverables, confirming their acceptance, and verifying the transfer of methodology and ownership, alongside a list of pre-existing rights incorporated or a declaration stating none exist.
Core deliverables specifically mentioned for Phase 1 include:
- An Inception note and a detailed Phase 1 work plan.
- A Data mapping and assessment report, which will cover data availability, accessibility, quality, comparability, and propose solutions for data access, processing, harmonisation, and managing gaps or breaks in data series.
- A report on forecasting architecture and implementation options, assessing existing systems, modelling alternatives, macroeconomic integration options, and implications for ETF ownership and sustainability.
- A preliminary methodological framework, outlining the modelling logic, assumptions, indicators, modules, forecasting procedures, implementation arrangements, and documentation requirements.
- A Phase 1 synthesis report and presentation to the ETF, summarizing the recommended methodology, key design choices, data strategy, risks, and recommendations for Phase 2 pilot development.
