TENDER DESCRIPTION
This tender seeks a contractor for the provision, implementation, and hosting of a scalable, cloud-based Learning Management System (LMS) for the European Raw Materials Academy and European Advanced Materials Academy, targeting the training of at least 300,000 learners by July 2029. The core scope includes initial setup, iterative implementation via sprints, ongoing operation, support, maintenance, and managing learner access tokens, ensuring compatibility with SCORM objects and integration with an existing course catalogue. Key technical requirements mandate a cloud-hosted LMS with a staging environment, accessibility features, data export in open formats like CSV, JSON, or XML, and an API for course metadata, alongside demonstrated experience in multilingual, international projects. The contract is effective upon award and is set to conclude on July 31, 2029, with provisions for mutual extension and early termination, while tenderers must provide three years of annual turnover and business liability insurance with a minimum coverage of EUR 500,000 per claim, up to EUR 1 million annually.
TENDER BRIEF
The contract becomes legally binding and effective upon the contractor being awarded the contract in the preceding procurement procedure, referred to as the "Effective Date". The contract is set to conclude on July 31, 2029. There is a possibility for either party to terminate the contract at the end of a calendar year, with the earliest effective termination date being December 31, 2027, provided written notice is given at least two months prior. The contract also includes a provision for extension through mutual agreement and subject to available funding, potentially for additional 12-month periods.
Key milestones and phases include:
- Planning Phase: Within one week of the Effective Date, the parties will establish the "Project Plan," which details sprints, the timeline, and the payment schedule.
- Sprints: The implementation of the Learning Management System (LMS) will be conducted iteratively through sprints. Each sprint encompasses planning, implementation tasks (such as customization, configuration, development, testing, and rollout), a review, and a retrospective. The specific completion and launch dates for each sprint are outlined in the project plan.
- Checkpoint Phase: During this phase, the parties may adjust the number and content of sprints.
- Launch Date: Following the completion date and successful testing, EIT RawMaterials is authorized to set a "Launch Date".
