Leistungen der Generalplanung

The contract is scheduled to begin on February 1, 2027, and conclude on December 31, 2033. This results in an estimated total duration of approximately 6 years and 11 months. The contract also allows for a maximum of one extension.

The execution of the contract is planned in several stages. Initially, service phases 1 to 2, in accordance with HOAI §§34/39/51/55 and Annex 1.2, as well as AHO series 17 and 25 (service stage 1), are intended to be awarded upon contract signing. Further stages, including Stage 2 (LP 3), Stage 3 (LP 4), Stage 4 (LP 5), Stage 5 (LP 6-7), and Stage 6 (LP 8-9), are optional for the client and will be awarded individually or as a whole in writing as the planning and execution of the construction project progresses. There is no legal claim for the contractor to be awarded all service stages.

The core scope of work for this tender involves the provision of General Planning Services (Generalplanungsleistungen), categorized as architectural, construction, engineering, and inspection services (CPV 71000000). The tender intends to commission a cumulative service provider (Generalübernehmer [GÜ]) who will also deliver planning services in LPH 5, based on master details (Leitdetails) and a functional specification (Funktionale Leistungsbeschreibung - FLB).

The statement of work summary and core deliverables include:

• General Planning Services: Encompassing basic and regular services, and potentially selected special services as required.
• Phased Award: The project is awarded in stages, starting with Leistungsphasen (LPH) 1 to 2 according to HOAI §§34/39/51/55, Annex 1.2, and AHO-Schriftenreihe 17 and 25, with optional components from AHO-Schriftenreihe 8 and 18. Further stages (LPH 3 to 9) are optional for the client and can be commissioned individually or wholly as planning and execution progress.
• Key Deliverables/Tasks:
• Creation of a functional specification for the entire project area to engage a General Contractor (GÜ).
• Preparation and execution of the tender procedure for a GÜ, including qualification competitions, evaluations, bidder discussions, and recommendations, with client participation.
• Quality assurance of the execution planning, involving the review of LPH 5 plans developed by the GÜ to ensure compliance with object planners' master details and their involvement.
• Control of the GÜ during LPH 8, integrating artistic supervision by the object planners.
• Monitoring the implementation of commissioning management.
• Control of the GÜ during LPH 9.
• Review of master details from object planners and landscape planning for completeness, meaningfulness, and economic feasibility.
• Provision of suitability evidence for service images B, C, and D.
• Integration of service images A through G in the fee request during the second stage.
• Assumption of service image C (Tragwerksplanung - structural engineering).
• Assumption of services under service image D (Technische Ausrüstung - technical equipment), covering plant groups 1 to 6 (e.g., wastewater, water, gas; heating; ventilation; heavy current; telecommunication and information technology; conveying systems).

The project involves new construction/development of residential buildings, office buildings, and cultural facilities, with an approximate gross floor area of 54,500 sq m and an open space of about 4,200 sq m. Estimated gross construction costs for KGr 300-500 (according to DIN 276) are approximately €135.4 million.
