The contract duration is a maximum of five weeks. The program is expected to start on November 9, 2026, or a later date as stipulated by the final program configuration. The deadline for the program's completion is December 18, 2026. No contract extension is foreseen.

The core scope of work for this tender is the provision of specialized training services. These services are directed at professionals in managerial, coordination, and intermediate responsibility roles (strategic profiles) within the public health services of Castilla-La Mancha. The objective is to develop and strengthen competencies for effective leadership in the transformation of these health services. Specifically, the training aims to promote the implementation of integrated care models, with Primary and Community Care as the backbone of the system, and to adapt organizational and care practices and improve value-based decision-making.

The program, titled "Leadership for Excellence in Integrated Care: The Vertebrating Role of Primary Care," is financed by the Ministry of Health within the Strategic Framework for Primary and Community Care, as part of its 2026 Action Plan. It is integrated into the General Program for Leadership, Executive Development, and Change Management in the Public Health Services of Castilla-La Mancha.

The training program is designed for 40 students from various Managements and Central Services belonging to the Ministry of Health and SESCAM. It will consist of a total of 64 teaching hours, delivered in person at a venue provided by the academic entity, in intensive sessions (e.g., 10 am to 5:30 pm), organized into modules and grouped into 2 to 3 days per week. The program is scheduled to run during 2026, commencing the day after the contract's formalization and concluding by December 18, 2026. The management and costs of student overnight stays, if required, will be assumed by the contracting entity.
