Subcontracts are ranked in order of importance in the tender. One operator will be selected for the contract. (If contractor X were to win when parts 1 and 2 are added together, but contractor Y were to be the winner when parts 1, 2 and 3 are added together, then Y would be selected to carry out the entire contract.)
