L’objecte del contracte és el servei de realització del treball de camp de l’Enquesta de Salut de Barcelona (ESB) 2027 impulsada per l’ASPB segons els requeriments metodològics que figuren al plec de condicions tècniques. A diferència de les edicions anteriors, en aquesta es prescindeix de la mostra de menors i es substitueix per enquestes telefòniques a persones adultes en el nombre que s’especifica en el plec de condicions tècniques (punt 2.5).

The contract timeline is as follows: The contract is set to start on November 15, 2026, or the day following its formalization, and will conclude on May 31, 2028. The total duration of the contract is 18 and a half months, with no extensions anticipated.

Key milestones and phases include:

• The computerization of questionnaires will commence after the contract award.
• A pilot test will be conducted in the last quarter of 2026, or within a maximum of 3 months from the contract award.
• The main survey execution period is scheduled between January 1 and December 31, 2027, with a possibility of extension through January 2028 to ensure the sample is completed.
• All preparatory field work processes, such as sending letters, organizing teams, and interviewer training, are to be carried out to meet monthly production deadlines.
• The final deliverables, including the results file, other definitive materials, and the field work development report, must be submitted before May 31, 2028.

The core scope of work for this tender involves the comprehensive execution of a field study, including preparatory phases, a pilot test, and ongoing data collection and delivery. Key activities and deliverables include:

• Questionnaire Management: Programming and adapting three questionnaire formats in both Catalan and Spanish for CAPI (Computer-Assisted Personal Interviewing) and CATI (Computer-Assisted Telephone Interviewing) systems. This also includes modifying the questionnaire based on pre-test results and incorporating up to five additional questions prior to the start of fieldwork.
• Pilot Test Execution: Conducting a pilot test within a maximum of three months from contract award to verify the functionality of questionnaires, the interview IT application, sample selection systems, and field follow-up and control systems. The pilot test requires performing 25 real interviews, with at least 5 being telephone-based (CATI), and including at least one indirect informant questionnaire.
• Data Delivery from Pilot Test: Presenting information collected during the pilot test in data files (SPSS, Stata, or CSV) for both responses and incidents (contacts file), following the structure determined by ASPB. An incident report detailing observations and improvement recommendations from the pilot test is also required.
• Fieldwork Preparation and Logistics: Managing preparatory processes for fieldwork, which include sending informative letters to selected individuals and substitutes (this task is to be carried out by the successful bidder), organizing work teams, and training interviewers. The ASPB will provide the necessary materials such as the list of selected individuals, letter models, corporate envelopes, and questionnaire versions.
• Ongoing Data Collection and Reporting: Monthly delivery of completed records linked with re-contact data for individuals who have consented to participate in further health studies. Monthly delivery of proofs of authorization for being surveyed and/or re-contacted. If proofs are on paper, the contractor must collect them weekly and secure them at their offices until required by ASPB.
• Final Deliverables: Delivery of final result files and other databases, along with a report on the development of the fieldwork, before May 31, 2028. The maximum delivery time for the final sample, once obtained, is two months.
• Infrastructure: The provider is responsible for all necessary technical means, office, and computer material for service provision at their own facilities.
