The contract starts on the date of its notification, which is provisionally Monday, October 26, 2026. The initial duration of the contract is three years. It can be renewed twice for one-year periods, with the total duration not exceeding five years. The contract officially ends after the complete execution of reversibility operations and the verified return of all data, content, metadata, and associated rights.

Key milestones (jalons contractuels) from the notification date (N) are:

• J1: Validation of the framing document, architecture, and technical architecture file: N + 2 months.
• J2: Acceptance of the prototype and validation of critical integrations (directory, identity, ticketing): N + 4 months.
• J3: Provision of the minimum viable product in the acceptance environment: N + 7 months.
• J4: Pronouncement of the VABF (Verification of Good Functioning) after the multi-population pilot: N + 9 months.
• J5: Generalization, admission, and decommissioning of Intrafor: N + 10 months.

The contract also includes several phases:

• Cadrage et conception de l’expérience utilisateur (framing and user experience design): 2 to 3 weeks.
• Conception technique et développement du socle technique (technical design and development of the technical base): 2 to 3 months.
• Réalisation du produit minimum viable et préparation des contenus (realization of the minimum viable product and content preparation): 3 to 4 months.
• Pilote multi-populations, recette et corrections (multi-population pilot, acceptance, and corrections): 4 to 6 weeks.
• Généralisation, accompagnement renforcé et décommissionnement d\'Intrafor (generalization, reinforced support, and decommissioning of Intrafor): 1 to 2 months.
• Déploiement progressif des fonctions d\'intelligence artificielle avancées après stabilisation des contenus, droits et sources (progressive deployment of advanced artificial intelligence functions after stabilization of content, rights, and sources).

The contract is divided into a firm tranche and an optional tranche. The firm tranche covers all services except for artificial intelligence functions and is executed upon notification. The optional tranche, which includes artificial intelligence functions, can be firmed up by a written service order within a maximum of twelve months from the date of notification.

The core scope of work for this tender involves the design, integration, deployment, operation, maintenance, and evolution of a secure and accessible multi-entity digital collaborative platform for employees, intended to replace the existing "Intrafor" portal.

The core scope of work (firm tranche) includes:

• Framing, functional and technical design, information architecture, taxonomy, and metadata dictionary.
• UX/UI design, design system, and integration of the establishment's graphic charter.
• Platform parameterization, development, and configuration.
• Integration with existing information systems such as Active Directory / Entra ID, RHPI, ServiceNow, BlueKango, and Microsoft 365.
• Implementation of a unified directory, interactive organizational chart, and photo directory by merging four existing directories.
• Development of a service portal, a catalog of procedures, and its connection with the existing ticketing platform.
• Inventory, preparation, and migration of contents, with an estimated corpus of approximately 4,000 documents.
• Acceptance testing, including VABF, VSR, load tests, security tests, and an accessibility audit.
• Change management support, training for administrators and contributors, documentation, and start-up assistance.
• A reversibility plan and a reversibility test to be conducted during the contract.
• Guarantee, corrective, preventive, and evolutionary maintenance, as well as support and reversibility.
• The initial sizing targets 2,000 users, with the ability to scale to at least 3,000 active accounts without requiring architectural changes.
• Realization of a Minimum Viable Product (MVP) and content preparation.
• Multi-population piloting, acceptance, and corrections.
• Generalization, reinforced support, and decommissioning of the old "Intrafor" system.

The optional tranche focuses on Artificial Intelligence (AI) functions, specifically corresponding to requirements IA-03, IA-04, IA-05, and IA-09 of the CCTP, and their progressive, secure, and explainable implementation, with deployment occurring after the stabilization of content, rights, and sources.
