The contract has a provisional start date for the execution of services in November 2026. The total duration of the contract is 24 months, effective from the date of its notification. This 24-month period does not include the 12-month perfect completion guarantee period. The deadline for submitting offers is Monday, October 5, 2026, at 12:00 PM. Offers will remain valid for 180 days from this submission deadline.

The core scope of work for this tender involves the restructuring of Building D located at 15 Avenue du Maine in Paris for the Ministry of Agriculture, Agro-Food and Food Sovereignty (MAASA).

The project is divided into several lots, some of which have already been notified. The general scope covers:

• Lot 01: Site Installation, Demolition, Structural Work, Masonry, Timber Framing, Elevators, Roads and Utilities (VRD), Landscaping. This specifically includes tasks like demolition, structural work (Gros Œuvre), masonry, timber framing, elevators, VRD, and green spaces.
• Lot 02: Exterior Joinery and Occlusions.
• Lot 03: Facade Treatment, including cut stone.
• Lot 04: Framework, Roofing, and Waterproofing.
• Lot 05: Interior Fitting Out. This involves interior joinery, plasterwork, insulation, acoustics, floor coverings, and painting.
• Lot 06: HVAC, Plumbing, and Smoke Extraction.
• Lot 07: Electrical Systems (CFO/CFA), Safety System against Fire (SSI), and Building Management System (GTB). Specific tasks for Lot 7 include:
• Installation of DTU panels and electrical supply for elevators and PMR elevators.
• Sealing of floor penetrations after network installation.
• Electrical supply for automatic entrance doors (interior and exterior), sectional garage doors, main entrance rolling curtains, all exterior gates and wickets.
• Electrical supply for interior blinds of glass partitions and skylights in specific areas.
• Electrical supply for all access gates on the ground floor in the work cafe and corridors of buildings D1, D2, and D3.
• Electrical control links to the SSI for smoke extraction openings and air intake in the RDC/Mezzanine office area.
• Supply, installation, and connection of relay boxes for smoke extraction and insufflation units, including fire stop and key reset controls.
• Electrical control links to the SSI for smoke extraction dampers.

Core deliverables for the candidate's offer include a completed technical response framework (max 30 pages, excluding annexes) covering candidate presentation, human resources, a methodological note on site installations and works, technical performance, project understanding, organization for EXE BIM and synthesis studies, and environmental performance. Additionally, a completed Detailed Provisional Price Breakdown (DPGF) and the Act of Commitment with financial annexes are required.
