Marché d'exploitation des installations thermiques communaux (P1/P2/P3/P5)

The contract has a firm duration of six (6) years, commencing from the date of its notification. The effective start date for the services will be determined by the service order of commencement, which is to be notified to the holder. There are no specified tranches or phases within this consultation; the services are to be performed throughout the entire firm duration of the market. Prices are firm and definitive for the first year of the contract, becoming revisable from the second year onward. The reference month for establishing prices is stated as either August 2026 or September 2026, corresponding to the month of offer submission. A technical guarantee of one year is required from the successful bidder. Additionally, a market for similar services may be concluded within a maximum period of three years from the notification of the initial market. Six months before the contract's conclusion, an adversarial examination of the installations will be conducted.

The core scope of work for this tender involves the expansion of a school group, specifically focusing on heating, ventilation, and air conditioning (HVAC) installations. The works include:

• Displacement of 4 existing radiators.
• Supply and installation of 10 new radiators for 5 new classrooms.
• Installation of a double-flow Central Air Treatment (CTA) unit for the ventilation of the 5 new classrooms and the creation of a dedicated ventilation network (supply and return).
• Installation of a dedicated air conditioning system for the newly created classrooms.

The statement of work summary and core deliverables also include:

• Description of the various project stages from quotation to site reception.
• Description of environmental measures by the candidate, covering technician transportation, construction site noise, waste management, refrigerant fluid management, and team environmental awareness.
• Preventive Maintenance (P2):
• Maintenance of electrical cabinets for heating, ventilation, and air conditioning equipment, as well as other site electrical cabinets.
• Maintenance of electrical equipment powering the material under contract, along with all power outlets, switches, and push buttons.
• Maintenance of generator sets, inverters, and GTB/GTC (Technical Building Management/Centralized Technical Management) systems.
• Maintenance of safety equipment, including guardrails, lifelines, fire safety systems (SSI), emergency lighting (BAES), extinguishers, and smoke extraction devices.
• Maintenance of photovoltaic and thermal solar panels.
• Regular regulatory checks and controls for electrical systems, fire safety, legionella, external power cuts, and refrigerant fluid leaks.
• Rectification of issues identified in periodic reports.
• Documentation and Reporting:
• Submission of reports on repair and improvement activities, weekly preventive activity analyses, and an updated equipment inventory.
• Provision of regulatory visit frequencies, temperature mapping reports, breakdown reports, and water quality analyses.
• Delivery of mandatory service documents such as chimney sweeping certificates, disconnector controls, refrigerant leak controls, combustion controls, and approved organization reports.
• Use of a Computerized Maintenance Management System (GMAO) for intervention requests and uploading financial/other documents.
• Monthly synthesis report of interventions and an annual export of all GMAO data in an editable format.
