TENDER DESCRIPTION

The purpose of this consultation is to award a Global Performance Contract within the meaning of Article L. 2171-3 of the Public Procurement Code. The contract will cover the design and execution of the works referred to in the functional and performance requirements programme, and the operation of the waste energy recovery plant of the Metropole of Lyon in Rillieux-la-Pape. The main services to be provided by the Contracting Party are as follows: - Design and execution of modernisation works aimed at improving the performance of the UTVE, - Administrative procedures for changing the holder of the permits, and for obtaining the prior authorisations for carrying out the works, Operation, routine maintenance and major overhaul-renewal (GER) of the UTVE, in compliance with the continuity of service, the applicable regulations and in accordance with the objectives of the Metropole of Lyon, - Supply of heat to the Rillieux-la-Pape network, - Commercialisation of electricity after self-consumption by the UTVE, - Commercialisation of by-products (at a minimum ferrous and non-ferrous) from the UTVE, - Management of incineration residues (removal and recovery or storage).
