• Phase de Conception-Réalisation du Programme de Rénovation Energétique: To be finalized no later than April 30, 2030. All renovation actions must be completed before April 30, 2030.
• Phase d'Exploitation-Maintenance des Installations Techniques: This phase begins as soon as the contract is notified.

The core scope of work for this tender is a global performance contract (MGP) that aims to improve the energy performance of sites compared to a defined Reference Situation. This involves associating operation or maintenance with the execution or design-execution of services to achieve quantifiable performance objectives, specifically in terms of energy efficiency, but also activity level, service quality, or ecological impact. The contract includes measurable performance commitments and covers design services.

The sites are categorized into two groups: Group 1, which has an objective for energy performance improvement, and Group 2, which does not include an energy performance commitment.

The tender is structured into two main phases over a non-renewable 120-month duration:

1. Design-Execution Phase of the Energy Renovation Program: This phase must be completed by April 30, 2030.

2. Operation-Maintenance Phase of Technical Installations: This phase begins upon the notification of the contract.

Key deliverables and required information as part of the technical proposal include:

• A detailed energy efficiency action plan for each site, including a list of actions and an implementation schedule.
• Specifications for proposed equipment (technical details, brand).
• Necessary calculation notes, power balances, and diagrams.
• Detailed calculations for potential changes in electrical power, especially concerning the implementation of PACs or other electrical production methods.
• Documentation of the reference energy situation (energy and CO2 emissions) and the binding energy targets.
• Investment ratio (k HT invested / MWhef saved) and estimated financial aid for energy performance actions.
• Detailed quotes for proposed energy performance actions.
• Information on dedicated teams (CVs), complementary resources, and material means.
• An example of an energy performance monitoring report.
• Presentations on the company's CSR approach/quality policy and any energy coaching or awareness programs, if applicable.
