1. Preparation Phase: The contractor will transmit a list of required documents to CROUS Normandie 10 days before any on-site diagnosis. CROUS Normandie will provide available documents, and the contractor is responsible for verifying the consistency of any provided building plans on-site and conducting additional surveys or measurements if plans are absent or inconsistent.

2. Execution Phase: The DPEs will be carried out in strict accordance with current regulations and the specific methodologies outlined in the tender documents.

3. Validation Phase: CROUS Normandie will verify the coherence of the documents provided by the contractor. Errors identified must be corrected by the contractor, potentially requiring re-issuance of the DPE within 5 days of notification.

The methodology for DPEs varies by building type:

• Individual Housing: A complete diagnosis of the dwelling is required.
• Buildings with up to 20 Apartments: Diagnosis of the building includes sampling, requiring visits to at least one dwelling of each typology, one dwelling for each type of ground floor, one intermediate dwelling, and one dwelling under each type of top floor.
• Buildings with 21 to 50 Apartments: The same sampling rules apply, with a minimum of 10% of the dwellings visited.
• Buildings with 51 or More Apartments: The same sampling rules apply, with a minimum of 10 dwellings visited, representing at least 5% of the total number of dwellings.

The contractor is responsible for providing all necessary material and labor, and the operator must hold the required certifications. The project has a firm duration of ten months from the date of notification.
