The contract timeline is as follows:

• Total Duration: Two (2) years.
• Start Date: To be determined from the date of its notification to the Holder.
• End Date: It concludes at the end of the two-year period, unless there is an early termination or the services are completed and accepted before this term.
• Key Milestones/Phases: A detailed provisional schedule with main phases and milestones is expected from the candidate, based on the assumption that a public call for tenders will be issued in the second quarter of 2027.

The core scope of work for this tender involves assisting the FGDR (Fonds de Garantie des Dépôts et de Résolution) in the drafting of a Dossier de Consultation des Entreprises (DCE) and the technical specifications for an information system dedicated to managing member contributions to guarantee mechanisms. This project aims to modernize the existing "Base Adhérents" system, secure its processes, and ensure compliance with current regulatory and operational requirements. The service provider will also assist the FGDR in the analysis of the offers received during the subsequent tender process.

The Statement of Work summary and core deliverables include:

I. Diagnosis and Framing:

• Understanding the current contractual relationship with the external provider for the "Base Adhérents" contract.
• Grasping FGDR's IT development strategy and the project's general objectives, including anticipated gains and impact on the functional IS architecture.
• Considering the existing system, including use cases, screens, interconnections, and technical architecture.
• Gathering macro-functional, technical, and organizational needs.
• Defining the target functional mapping based on the current system.
• Proposing various migration scenarios.
• Defining project organization and a proposed methodology.

II. Assistance in Drafting the "Base Adhérents" Specifications (Cahier des Charges):

• Participating in the formalization of detailed functional, technical, and organizational needs.
• Assisting in the formalization of a detailed specification document for the functional, technical, and organizational requirements of the "Base Adhérents" system.
• This document must specify:
• Functional and organizational requirements: Business processes and use cases, expected functions per process/use case, inter-departmental cooperation schema, applicable regulatory obligations, user journeys, data query/extraction/exploitation tools, connections with external partners (banks, ACPR, AMF), and transverse requirements (connections, access, audit trails).
• Technical requirements: Hosting model (environments, sovereignty requirements), target volumes (users, data, flows, activity peaks), data management (historization, access, anonymization), performance (response times, availability), security (resilience, reversibility, business continuity), and maintenance and operational conditions (SLA, correction deadlines, change management).
• Data migration requirements: Scope of data to migrate, calendar constraints, migration modalities, and migration tracking indicators.

III. Assistance in Drafting a Consultation File (DCE - Dossier de Consultation des Entreprises):

• Defining the lotting strategy and purchasing approach.
• Identifying types of actors for the sourcing phase.
• Assisting in the drafting of a consultation file (DCE) for the development of the target application, which includes:
• Cahier des Clauses Techniques Particulières (CCTP).
• Règlement de consultation (RC).
• Cahier des Clauses Administratives Particulières (CCAP).
• Financial annexes.
• The DCE must enable the launch of a call for tenders for the adherent and contribution management tool, integrating all functional, technical, operational, and contractual dimensions.

IV. Preparation of the Offer Analysis Phase:

• Proposing a structured framework for responses (candidacy and offer).
• Developing an analysis and selection grid for candidacies and offers, based on functional, technical, and migration requirements.
• Defining confidentiality requirements and agreements.
• Defining the migration scenario to be adopted based on the chosen service provider.

V. Support During the Tender Process:

• Providing support during question/answer sessions with candidates.
• Assisting in the analysis of offers.
• Supporting potential auditions.
• Contributing to the selection of the market holder.

VI. Advisory Role:

• The service provider will act as an advisor throughout the mission, particularly on technological choices.

Core Deliverables:

• A diagnostic of the existing system and a project framing document.
• A functional and technical specification document (cahier des charges).
• A consultation documentation (DCE) that includes the CCTP, RC, CCAP, financial annexes, an analysis and selection grid, and recommendations on the migration strategy.
