The contract timeline is as follows:

• Estimated total contract duration: 18 years from notification.
• Estimated total contract duration: 17 years from notification.
• Key Milestones/Phases:
• Phase conception (TF): 4 months from notification.
• Phase réalisation (TF): Maximum 16 months from the notification of the start OS.
• Phase réalisation (TO): Maximum 16 months following the consolidation of tranches.
• Phase exploitation-maintenance (TF et TO): 15 years from the commissioning of the last plant.

The core scope of work for this tender involves a global performance contract for the design, realization, and maintenance of rooftop photovoltaic power plants. The primary objective is to implement individual self-consumption operations on infrastructure within the transport network.

The key deliverables and phases include:

• Design of Installations: This encompasses technical studies, administrative procedures, and managing interfaces with the project management, system integrators, contracting authority, and operators. It includes preliminary design, project design, and execution studies for all sites.
• Supply and Installation: This covers photovoltaic equipment on roofs and canopies, structural supports for the photovoltaic installations, HTA equipment, and the execution of connection works within a private HTA loop.
• Realization/Construction: This is a distinct phase following the design.
• Operation and Maintenance: This covers the installations for a period of up to 15 years from the commissioning date of the last plant.

The project is structured with a firm tranche and several optional tranches. The firm tranche specifically includes design studies for all sites, administrative procedures (such as building permits, ICPE declarations, and connection requests), interface studies (including railway, structural, electrical HTA, and Alstom/BCT interfaces), and the realization, operation, and maintenance of the roofs and canopies at the Garage Atelier Daturas site. Optional tranches will cover the realization, commissioning, operation, and maintenance for additional sites like PEM La Cadène, PEM Colomiers, PEM La Vache, and various aerial stations (Labège Madron, Aerospace Campus, Diagora, Labège Gare).

A critical aspect of the tender is the commitment to energy performance, which will be measured and verified in accordance with the IPMVP protocol. Remuneration for the operation and maintenance phases will be directly linked to achieving these measurable performance targets.

The services will be carried out across sites located in Toulouse, Labège, and Colomiers. The estimated total duration of the contract is 18 years from the date of notification.
