The contract timeline is as follows:

• Contract Start Date (Notification of the contract): April - May 2027.
• Key Milestones/Phases:
• Design Phase (TF): 4 months from the notification of the contract.
• Realization Phase (TF): Maximum 16 months from the notification of the start service order.
• Realization Phase (TO): Maximum 16 months following the firming up of the tranches.
• Operation-Maintenance Phase (TF and TO): 15 years from the commissioning of the last plant.
• Total Duration: The total estimated contract duration is 18 years from the notification. Another document indicates an estimated total duration of 17 years from the notification.

The core scope of work for this tender, summarized as a "Public Global Performance Contract for the design, construction, and maintenance of rooftop photovoltaic power plants as part of individual self-consumption operations", includes several key components.

The core deliverables and scope of work are:

• Conception des installations: This involves technical studies, administrative procedures, and managing interfaces with the project owner, system integrator, contracting authority, and operator.
• Fourniture et pose des équipements photovoltaïques: This covers the supply and installation of photovoltaic equipment on roofs and canopies.
• Fourniture et pose de supports structurels: This includes providing and installing structural supports for the photovoltaic installations.
• Fourniture et pose d'équipements HTA et raccordement: This involves supplying and installing High-Voltage A (HTA) equipment and performing connection work within a private HTA loop.
• Exploitation et maintenance des installations: The operation and maintenance of these installations are required for a period up to the 15th anniversary of the commissioning of the last power plant.
• Respect d'engagements de performance énergétique: Adherence to energy performance commitments, which are to be measured and verified according to the IPMVP protocol.

The market is structured into a firm tranche and several optional tranches:

Firm Tranche (Tranche Ferme):

• Design studies (pre-project, project, execution studies) for all sites.
• Completion of administrative procedures, including building permits, prior declarations, and ICPE declarations where applicable, as well as support for total ACI connection requests or contributing to these procedures.
• Interface studies covering railway, structural, electrical HTA, and Alstom/BCT aspects.
• Realization, operation, and maintenance of the roofs and canopies at the Daturas Garage Workshop site.

Optional Tranches (Tranches Optionnelles): These tranches cover the realization, commissioning, operation, and maintenance for additional sites, including PEM La Cadène, PEM Colomiers, PEM La Vache, and aerial stations at Labège Madron (LMA), Aerospace Campus (AEC), Diagora (DIA), and Labège Gare (LAG).
