The present market consultation is a non-formal, transparent and non-discriminatory procedure to prepare a procurement procedure. It is expressly not yet a procurement procedure for the procurement of services. By means of the market consultation, neither the contracting authority (CA) nor the participants are entitled or obliged to carry out the project or a procurement. Rather, the market consultation serves to prepare the CA’s decision on the initiation and conduct of a procurement procedure. This market consultation serves to activate market interest and to check the feasibility of the planned project. The aim is to obtain meaningful and further-reaching feedback from the market participants on the essential issues of the future tender. Participants are requested, in the light of their experience as well as their strategy and market positioning, to reflect on the project described in this document.
