The contract is intended to become effective in November-December 2026, with a more specific target start date for the implementation project set for December 1, 2026.

The contract is initially valid for a fixed term until December 31, 2028. After this date, it will continue indefinitely.

A key milestone is the implementation of the media monitoring and media analytics system, for which four weeks are reserved from the contract's effective date. The goal is for this implementation project to start on December 1, 2026, ensuring the system is fully operational by January 1, 2027, at the latest. During this implementation, the supplier is responsible for making the system available, defining searches, providing training for main users, and creating a training recording for basic users.

The core scope of work for this tender involves providing a media monitoring and media analytics system as a software service (SaaS). This procurement is divided into two main areas: domestic editorial media, and social media and international editorial media.

The high-level summary of the Statement of Work and core deliverables includes:

• Media Monitoring and Analytics System (SaaS): A system with its operating environment for monitoring and analyzing media.
• Expert Services: Provision of expert services.
• Implementation Project: A project for the implementation of the system.
• Support and Maintenance Services: Ongoing support and maintenance services, including support for the main users of the software service.
• Training and Documentation: Provision of training, user manuals, and other necessary documents for utilizing the software service.
• Functional Requirements:
• The ability for the client to use at least 180 monitored topic areas, which can be targeted to different media without restrictions.
• The capability to build and save permanent search profiles/monitorings, allowing users to return to previous searches without re-entering search terms.
• The option to create monitorings and search queries using boolean search language, not just assisted search functions.
• The boolean search language must support monitoring shared links (URLs).
• For international media and social media, the service must enable the monitoring and viewing of discussions, along with ad-hoc searches using boolean language in the system's source database.
• The monitoring must include the possibility to conduct ad-hoc searches in the entire source material archive, dating back at least three years.
• SaaS Service Fee: A fixed monthly fee that includes all costs associated with using the service, such as necessary continuous license costs and service maintenance work, as well as other services agreed upon in the contract for which the supplier does not have a separate right to charge.
• Separately Ordered Expert Services: These services apply to separately agreed tasks, covering all work phases and all personnel groups. They also include small-scale development and larger changes that require project management.
