The contract timeline is as follows:

• Contract duration: The framework agreement is initially for 12 months. It can be renewed 3 times for additional 12-month periods, resulting in a maximum total duration of 48 months (4 years).
• Contract start date: Services begin the day after the expiration date of the previously active contract, or from the notification date if that date is later.
• Key milestones/phases:
• First phase (deployment): This phase starts upon the notification of the framework agreement. During this period, the contractor is responsible for implementing the necessary processes and tools for service execution, which includes activities such as migrating to a new solution, configuring audience measurement tools, and setting up access and rights for beneficiaries' websites and applications. No audience measurement, statistical analysis, or data restitution services are to be performed during this initial phase, as these remain under the previous contract until its expiration. This phase concludes on the end date of the preceding contract.
• Second phase (contract execution): This phase commences immediately after the previous contract ends and allows for the ordering and execution of all services outlined in the current framework agreement, continuing until its termination.
• General project execution phases: These typically involve an initial contact from the client, followed by the client presenting their request or need. A "framing phase" then occurs, where the contractor and client define operational modalities, leading to the contractor submitting an operational proposal, a realization schedule, and a quote. Subsequently, a purchase order is issued, services are executed and deliverables are provided, followed by invoicing, validation of the service, and finally, payment.

The core scope of work for this tender involves several key services and deliverables. The general process includes initial contact, presentation of needs, a framing phase to define operational modalities (deadlines, expected deliverables, resources, technical constraints), presentation of an operational proposal and quote by the contractor, issuance of a purchase order, execution of services, delivery of deliverables, invoicing, service validation, and payment.

Specific "Unités d'Oeuvre" (UO) define the core functionalities:

• UO 1: Provision of an audience measurement solution.
• UO 2: Assistance with the setup and implementation of audience measurement. This includes deliverables such as a formalization document for marking elements compatible with the State Design System, technical specifications for each component, definition of associated governance and technical functioning based on the audience measurement solution and Tag Management System capabilities, generic marking recipe, and adaptation methodology examples.
• UO 3: Provision of a Tag Management System (SGB/TMS) functionality.
• UO 4: Support for the installation and initial use of the solution.

Key deliverables and services at different stages include:

• Framing Phase Deliverables: An operational proposal, a planning schedule for deliverables, and a detailed quote.
• Audits: The contractor must offer various types of audits, including marking audits, audience audits, technical audits, ergonomic audits, and performance audits.
• Operational Maintenance: This covers quality of service, maintenance, and hosting. The contractor is responsible for respecting service levels, providing monthly reports, delivering corrective patches, incident reports followed by unit, integration, and non-regression test reports, and updating all relevant documentation (user manuals, data exploitation manuals).
• Access Management: This includes opening "Site or Application" accounts for data integration, "Administrator" user accounts for managing the "Buyer" account, and providing access to documentation related to solution administration, tracker and marking deployment, site account management, tool exploitation, and support services.
• Invoicing and Order Placement: Detailed server call information, by measured action and account, provided quarterly.

All deliverables and documents are to be submitted in digital format unless otherwise specified or requested, and can be freely reused by the Buyer without restriction.
