Methodological Framework for estimating and reporting Greenhouse Gas Emissions avoided or removed by EU-Funded interventions under the 2028-2034 MFF

The framework contract (FWC) will be concluded for a maximum of 48 months. This FWC is automatically renewed three times, with each renewal lasting 12 months, unless formal notification to the contrary is given at least three months before the current duration ends.

For specific contracts, the provision of services begins either on the date the specific contract comes into force or on a later date that is explicitly stated. The maximum duration for the provision of services under a specific contract, which includes all phases and renewals, must not exceed a specified period (number of days, months, or years) or must conclude on or before a specified date. Any extension to this period requires the express written agreement of both parties before its expiration. All periods mentioned in the FWC are calculated in calendar days, unless otherwise specified.

The core scope of work for this tender involves the provision of services under a single framework contract for future repetitive purchases. The contractor is responsible for developing and finalising calculation methodologies to estimate greenhouse gas (GHG) emissions avoided or removed for specific output indicators. This includes assessing existing methodologies and developing new ones where necessary.

The Statement of Work summary includes the following core tasks and deliverables:

Core Tasks:

• Task a): Assessing the matching of existing methodologies to output indicators from Annex I. This task explicitly excludes actual GHG calculation, full GHG inventory preparation, collection/validation/processing of real activity data, or delivery of final quantified emissions results.
• Task b): Developing new calculation methodologies to estimate GHG emissions avoided or removed for relevant output indicators where specific conditions related to climate change mitigation coefficients and result indicators are met.
• Task c): Providing a list of output indicators for which GHG emissions avoided could be calculated. For each indicator, this list must include a brief description of the proposed approach and links to similar methodologies.
• Task d): Delivering the documents specified under Task b).
• Task e): Developing calculation methodologies to estimate GHG emissions avoided or removed, following the same approach as Task b).

Core Deliverables:

• For Task a): An assessment document detailing the matching of existing methodologies to output indicators from Annex I. A methodology document describing the approach, assumptions, data requirements, calculation logic, emission-factor selection, uncertainty treatment, quality assurance/quality control procedures, and including updated/supplemented underlying data. A schematic presentation of the methodology in PPT or PDF format.
• For Task b): A methodology document (similar to Task a's methodology document), a schematic presentation (in PPT or PDF), and structured calculation templates or worked examples to illustrate the methodology's practical implementation.
• For Task c): A list of output indicators for which GHG emissions avoided could be calculated.
• For Task d): The documents listed and described under Task b).

All deliverables must be provided in electronic format (PDF, XLS, DOC, PPT or similar) and be sufficiently precise, complete, and structured for direct implementation in a future IT tool without requiring additional methodological development or interpretation. The working language for all communications and deliverables is English. The contractor must also be available to present and discuss their work in working group meetings and up to two seminars or workshops in Brussels. Output indicators linked to intervention fields 1-40 (Agriculture and Agriculture and forestry) are not within the scope of this tender.
