Mise en œuvre d’un système mixte CATI / CAWI dans le cadre de l’enquête sur les forces de travail (EFT), pour la période du 1er décembre 2026 au 31 janvier 2029

The contract timeline is as follows:

• Contract Start Date: December 1, 2026, unless otherwise decided by the contracting authority.
• Contract End Date: January 31, 2029.
• Total Duration: A maximum of 26 months from the project launch date.
• Key Milestones/Phases: The project includes quarterly meetings to review work progress, accept intermediate reports, and determine future actions. There is also a payment schedule linked to quarterly work reports, with payment dates from December 31, 2026, to January 31, 2029.

• Mixed CATI (Computer-Assisted Telephone Interviewing) / CAWI (Computer-Assisted Web Interviewing) system
• CATI interviews must not exceed 30% of total interviews.
• Interviews must be conducted continuously throughout the year, spread uniformly over 52 weeks.
• Telephone interviews must occur Monday to Friday, 9 AM to 8 PM; weekend/holiday calls only upon interviewee's express request.
• Approximately 30 contact attempts for telephone interviews before abandonment.
• Presence of a supervisor for telephone interviews is mandatory.
• Initial and continuous training for interviewers.
• Questionnaires must be easy and quick to answer, with integrated help and explanations.
• Online questionnaire must be accessible on a wide range of web browsers.
• Electronic signature of offers is mandatory.
• Smartcard LUXTRUST (PRIVATE or PRO version, requires a reader) for electronic signature.
• Signing Stick USB LUXTRUST (PRIVATE or PRO version) for electronic signature.
• Luxembourg identity card (requires a reader) for electronic signature.
• Qualified certificate for electronic signature from the European "Trusted List" ("QCert for eSig").
• CV Europass for demonstrating experience and skills.
• Europass "Language Passport" for language skills.
• French language skills for telephone interviews and online questionnaires.
• German language skills for telephone interviews and online questionnaires.
• Luxembourgish language skills for telephone interviews and online questionnaires.
• English language skills for telephone interviews and online questionnaires.
• Questionnaires must be translated by the contractor.
• Data collected must be encrypted.
• Data must be transmitted weekly via email to STATEC in a predefined format.
• Submission of quarterly reports detailing collection work, including interview distribution, non-response reasons, data collection mode, languages used, and interview duration.
