This phase focuses on an in-depth strategic study, including an assessment of the current situation, development, and costing of various scenarios for the evolution and improvement of Microsoft enterprise agreement components for a local authority with 4000 agents. The primary goal is to assist in arbitration.

Core deliverables for this phase include:

• A main report presented as a strategic note, detailing findings, comprehensive and costed scenario presentations, risk identification, and recommendations for decision-making.
• A summary in an arbitration matrix, which will verify scenario compliance with foundational, mandatory, and regulatory requirements, alongside evaluating coverage of opportunities and structural limitations (e.g., social acceptability, IT skills, financial implications).
• An executive summary, limited to 10 pages, intended for General Management and the executive leadership.
• Presentation materials in PowerPoint format, specifically adapted for political review and focused on decisions and arbitration.

VOLET 2: Support for License Basket Implementation and Enterprise Agreement Negotiation

Following the strategic arbitration from Volet 1, this phase involves implementing the chosen license baskets or contracts and negotiating the enterprise agreement. The scope covers a comprehensive range of Microsoft licenses, including user, Office productivity suite, collaborative tools, messaging, server foundation, compliance, security, and conditions for renewal and continuity.

The core deliverable for this phase is the execution of the necessary license baskets or contracts to implement the selected scenario.

Additionally, there is an Environmental Component (Volet Environnemental), requiring the tenderer to present their strategy for reducing the carbon footprint associated with the services and to commit to specific measures throughout the contract duration.

All written deliverables must be submitted in both PDF and an exploitable, modifiable electronic format compatible with standard office tools (e.g., Word, Excel 2010 or higher). All deliverables will become the property of the buyer and are subject to their validation.
