The contract is for a diagnostic mission (DIAG) related to the rehabilitation of 120 social rental housing units at the Le Vallon residence.

Contract Start Date: The contract will begin on its notification date. The indicative start date for the services is October 2026.

Contract End Date: The services will conclude upon the validation of the mission by the Contracting Authority.

Total Duration: The maximum realization period for the DIAG is 2 months from the date of notification. The contract will not be renewed.

Key Milestones/Phases:

• A launch meeting, visits, an intermediate meeting, and a final restitution are included in the realization period.
• The Contracting Authority has a DIAG approval period of 30 days, starting from the date of receiving the study documents.

The core scope of work for this tender involves a diagnostic mission (DIAG) to provide the client with all necessary technical, functional, regulatory, energy, economic, and patrimonial information. This information is crucial for defining a rehabilitation program and preparing future consultations for project management or works, in accordance with the CCTP. The mission requires a detailed list of quantified works, outlining approaches, methods, and recommendations to achieve specific performance levels across defined objectives.

The core deliverables and statement of work summary include:

• Intervention Scenarios: The establishment of multiple intervention scenarios, detailing objectives, nature of works, advantages and disadvantages, technical, energy, and operational impacts, estimated costs, and a provisional realization schedule.
• Energy Audit: Completion of an energy audit as per the CCTP, providing all required regulatory deliverables and simulations to assess energy performance both before and after the proposed works. The audit report must specify conventional consumption, anticipated energy gains, greenhouse gas emissions, various improvement scenarios, associated costs, and estimated payback periods.
• Comprehensive Dossier: Submission of a complete file to the client, which must contain at minimum:
• An executive summary intended for management.
• A detailed diagnostic report.
• A geolocated photographic survey or identified (rep).
• A mapping of disorders.
• Annotated plans, where necessary.
• A table prioritizing interventions.
• A detailed estimation of works costs per trade.
• A provisional detailed breakdown of global and lump-sum price (DPGF) for the distribution of works costs.
• An indicative schedule for interventions.
• Rehabilitation scenarios.
• General conclusions on feasibility.
• All documents must be provided in specified formats (signed PDF, Word for text documents, Excel for tables and estimates, and DWG or native format for plans) and must be freely exploitable by the client without modification or reuse restrictions.
• Restitution Meeting and Final Report: Presentation of diagnostic conclusions during a restitution meeting, covering a summary of findings, identified major disorders, intervention priorities, proposed scenarios, financial estimates, and responses to client observations. A consolidated version of the report, incorporating feedback from this meeting, is to be submitted if applicable.

The tender also outlines specific performance objectives:

• Objective 1: Addressing all items related to the safety of property and individuals to a minimum standard, with estimated costs to bridge the gap between current findings and compliance criteria.
• Objective 2: Encompassing Objective 1, plus implementing solutions to meet BBC RENOV thermal performance standards, aiming for a thermal performance difference of over 80 kWh/m² between the initial state and after works.
• Objective 3: Including Objectives 1 and 2, along with thermal, architectural, and environmental treatments focused on multiple long-term goals (e.g., in the spirit of RE 2020, activity level, service quality, energy efficiency, or ecological impact). This objective also requires an estimated average cost per housing type for these works and a detailed, broadly estimated list of works for exterior spaces to correct pathogenic points and achieve coherent environmental performance.
